Tom Dahlen - Stated he has worked in communities where the developer is
responsible for the blacktopping and first sealcoating.

Mr. Schnelle replied that in new develounents serviced by municipal sewer and
water, the developer will be responsible for the roads for a certain period of
time.

Councilmember Cox noted that this public hearing is for Sealcoating Project
#85-4, Jaspar Street area, and citizens from other sealcoating improv~nent
areas should reserve their comments until their particular area hearing is
called to order.

Morrie Mox - 16000 Armstrong Blvd. - Why isn't sealcoating considered to be a
routine maintenance it~n paid for by the City's General Fund?

Councilm~mber Cox repeated that comments should be reserved by the citizens
until the hearing for their particular area is called to order; it is to the
citizen's benefit to have his or her comments recorded in the appropriate
hearing minutes for future reference.

Councilme~ber Reimann stated that the City's past policy with respect to road
construction has been that the benefiting property owners pay for it; the City
would have to increase the road and bridge budget to cover maintenance costs
and Council chose not to because it would penalize those areas that still have
gravel roads. Councilmember Reimann added that there is money being spent out
of the City's General Fund for blacktop maintenance, other than sealcoating,
and in the future Council is going to have to consider increasing the budget
to include sealcoating costs.

Lester Martin - 164th and Quartz - Stated that people with gravel roads are
penalizing the rest of the City because City residents have to drive on those
roads -- when is 167th and Saphire, between Variolite and Quartz, going to be
paved? Those streets are costing the City more than the blacktop streets are.

Motion by Councilmember Cox and seconded by Councilmember Schlueter to adjourn
this public hearing.

Further Discussion: Lester Martin requested that Council answer his question
regarding the paving of 167th and Saphire. Mayor Heitman stated that those
areas will be paved when the residents petition for it. Mr. Jack Ippel stated
that the portion of 167th in question was to have been included in the Jaspar
area blacktopping project but was excluded for some reason. Mr. Ippel stated
that that section of 167th is in terrible condition and it should be upgraded
as it is an access to the shopping area further down 167th. Councilmember
Schlueter stated that this section of 167th has been addressed by Council in
previous years; there is a large property owner on that stretch of 167th who
proved no benefit from blacktop and no assessment; on that basis Council
decided against blacktopping that section. Councilmember Cox inquired if MSA
funds could be used for that road. Mr. Schnelle stated that designating that
section of 167th as MSA would involve carrying that MSA route through that
develounent and tying it into Variolite which does not seem feasible
considering the soil conditions there and Ramsey's overall MSA pattern.
