PROCEEDINGS OF CITY GOUNCIL <br /> CITY OF RAMSEY <br /> ANOKA (DUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, May 7, 1985 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.- Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Heitman <br />Councilmember Jean Schlueter <br />Councilmember Gary Reimann <br />Councilm~ber Arnie Cox <br />Councilmember A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Planner Anne Norris <br />Reporter Angela Flint <br /> <br />Mayor Heitman called the special Council meeting to order at 6:40 p-m- <br /> <br />COUNCIL BUSINESS <br /> <br />Case..#l: Ta~ Increment_ Financing: <br /> <br />Mr. Schnelle stated that he has talked with Ms. Arlin Waelti of the O'Connor <br />and Hannan Law Firm and according to her there are several approaches to <br />establishing a tax increment program: <br /> <br />1. By Council declaration with Council serving as the board members <br /> <br />2. By establishing a Housing Redevelopment Authority with appointed <br /> board members. <br /> <br />3. By establishing a Housing Redevelopment Authority with Council <br /> serving as the board members. <br /> <br />4. By Port Authority- <br /> <br />Mr. Schnelle stated that the Council declaration approach is the most <br />expedient ~ethod; Housing Redevelopment Authority approach takes about 6 weeks <br />to put into place but allows for more recovery of Staff time and a broader <br />range of uses. Mr. Schnelle recommended that Council not consider the method <br />of Port Authority. <br /> <br />Mr. Schnelle stated that he strongly recommends that Council proceed with the <br />Council declaration method and engage Ms. Arlin Waelti to get Ramsey's tax <br />increment program in place at a cost of approximately $7500.
