Exc. ava~-ion Permit To Waste Management of Minnesota. Inc.: <br /> <br />Mayor Heitman inquired if the Metro Council and County have lifted the <br />develot~nent moratorit~n. <br /> <br />City Attorney Goodrich replied that the moratorium has not been lifted and <br />no action needs to be taken by City Council at this time; Council can wait <br />until Waste Management of Minnesota su~its a request for grading and <br />excavating after the moratorium is lifted to address the issue. <br /> <br />Councilmember Cox stated that he is interested in getting that moratorium <br />lifted; he would like to see some provision that Ramsey has taken action to <br />lift that moratori~ to avoid expansion of Site P and encouraged the proper <br />closing of this landfill site as soon as possible. <br /> <br />Mr. Don Otter was present and stated that Waste Management of Minnesota will be <br />submitting an application to the County very soon regarding the lifting of the <br />moratorium. <br /> <br />Mr. Goodrich stated that the City can provide input regarding the lifting of <br />the moratorium when the issue comes before the County Board. <br /> <br />Councilmember Cox inquired as to why the Council can't take action this evening <br />based on the Landfill Con~ittee's recommendation. Councilmember Cox stated <br />that if it were a case of develol~nent wishing to occur in the moratorium area <br />that would provide additional tax base to the community, would the City support <br />that development's efforts or would the City have that develoI~nent pursue the <br />lifting of the moratoriun on it's own. <br /> <br />Motion by Councilmember Cox to grant a grading and excavating permit to Waste <br />Management of Minnesota, Inc. based on the following: <br /> <br />1. To avoid playing any part in supporting the expansion of Site P. <br /> <br />2. To have the moratorium ceased. <br /> <br />A grading and excavating permit was recently granted to Mr. Walton <br />Sauter and Waste Management of Minnesota's request should be granted <br />on the same basis. <br /> <br />Further, that Metro Council and Anoka County have encouraged the selection of <br />Site P by imposing the moratorium and Ramsey's action should be to make every <br />effort possible to see that certain areas of the landfill are properly covered <br />to insure better future use of the area for industrial/cormmercial develol~nent. <br />Further, that this motion to grant the grading and excavating permit to Waste <br />Management of Minnesota, Inc. is not contingent upon the Metro Council and <br />Anoka County lifting the development moratorium. <br /> <br />Councilmember Reimann seconded the motion for discussion. <br /> <br />Further Discussion: Councilmember Reimann inquired if there is anything wrong <br />with Councilmtmlber Cox'smotion. Mayor Heitman stated that there is nothing <br />wrong with the motion other than the fact that it is inappropriate until Metro <br /> May 28, 1985 <br /> <br />Page 29 of 31 <br /> <br /> <br />
