Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

COUNCIL BUSINESS

_Awarding Of Bids On Projects 985-15 And 984-1:

City Engineer Raatikka stated that the City has been approached by the County
regarding flooding problems in Flintwood I.

City Attorney Goodrich stated that County Ditch 943 was vacated by the County
in 1980. When the County agreed to vacate the ditch, Ramsey agreed to maintain
a link through Flintwood Hills II property so that there would be an outlet for
the water which had been coming through the County ditch. City Attorney
Goodrich stated that the County pipe was a 12" non-working pipe; this storm
sewer project is for a 36" pipe. City Attorney Goodrich stated that from a
legal standpoint Ramsey is obligated to maintain that link but he is not sure
how it should be handled. Ramsey is not obligated to provide any more or any
less than what was provided with the ditch.

Council unanimously consented to dispense with the reading of the resolution.

City Attorney Goodrich reviewed, with Council, a letter dated May 31, 1985 from
Deloitte, ~askins and Sells regarding a financial evaluation of Mr. Norm Holm
and Mrs. Elizabeth Raudio; findings of that letter are that there is no need to
request other than minim~ escrow requirements of Mr. Holm and Mrs. Raudio.

City Attorney Goodrich reviewed the proposed development agreement and noted
some amendments made to the agreement after it's inclusion in Council agenda.

Motion by Mayor Heitman and seconded by Councilmember Reimann to adopt
Resolution #85-101 awarding Projects %84-1 and %85-15 for Flintwood Hills
Second ~xklition to Arcon Construction Company in the amount of $417,573.05, an
amount which includes pipe oversizing; contingent upon the developer entering
into the develo~uent agreement as amended by City Attorney. (Please refer to
resolution file for Resolution #85-101).

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter.
