Councilmember Elvig requested that staff bring back the request for proposals to the Finance <br />Committee so that they can review that information as an opportunity to see what the scope is for <br />the amount of money they are spending. <br /> <br />Parks/Utilities Supervisor Riverblood inquired if adding a case under the consent agenda for the <br />request for proposals would be sufficient. <br /> <br />Councilmember Elvig replied that he would prefer that the issue be brought back before the <br />Finance Committee. <br /> <br />Councilmember Zimme~xnan inquired if there is funding available. <br /> <br />Parks/Utilities Supervisor Riverblood replied that funding was identified in the 2003 C.I.P. <br /> <br />Councilmember Zimmerman inquired if there would be funds available if they were to proceed <br />with construction of the access. <br /> <br />Parks/Utilities Supervisor Riverblood replied that it was his understanding that the cost would be <br />shared with a developer. <br /> <br />Councihnember Zimmerman inquired if there would be funds available for the City to participate <br />in the cost. <br /> <br />Parks/Utilities Supervisor Riverblood replied that he did not think that anyone would be <br />disagreeable with using Part Trust Funds for those improvements within the park. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Elvig, to recommend that <br />the City Council approve the use of the 2003 C.I.P. monies for Elmcrest Park, at a not-to-exceed <br />amount of $60,000, for preparation of specifications but first bringing back the Request for <br />Proposals to the Finance Committee for their review. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, and Councilmember Zimmerman. Voting No: <br />None. Absent: Councilmember Strommen. <br /> <br />Case #2: Design Phase for Alpine Park's Playground Project <br /> <br />Parks/Utilities Supervisor Riverblood stated that one of the 2003 Parks Capital Improvement <br />Projects is a special playground area at Alpine Park. The discussion to date has been that the <br />play structure could be integrated with an area that includes interpretive aspects for families, <br />perhaps outdoor game elements, and would be unique to Ramsey. Most recent discussions have <br />led to using recycled materials to take advantage of other funding sources including external <br />grants. The intent is that the project would expend in scope from the $80,000 Park Trust Fund <br />investment in a play structure site, and evolve into a high quality multi-faceted recreational <br />destination. This project is currently not intended for 2003 construction, however, the Park and <br />Recreation Commission was recommending that the City Council proceed to the design and <br />development stage, which would be similar to preparing plans and specifications.
