Voting Yes:
Zimmerman. Voting No: None.

Chairperson Elvig, and Councilmembers Strommen, and

Parks/Utilities Supervisor Riverblood explained that several years ago, North Fork, Inc. donated
the 35-foot by 1,400-foot corridor this trail connection would use. City forces would clear and
prepare the trail for class 5 and bituminous by a contractor. This project has been identified
within the CIP as a $19,500 expense to be paid by Trail Fees. The estimated cost for the 1391
feet of paving may be as much as $22,256. Staff requested that the Council authorize the
$22,256 in the event it does cost $16 per foot to construct. The construction could occur this
November, but more likely early spring. Staff also provided the Committee with the annual
maintenance costs for the trail.

Counci hnember Elvig inquired if staff has considered doing some of the trail work in house.

Director of Public Works/Fire Chief Kapler replied that is something they are looking at, but the
paver the City currently has is about ready to be retire.

Councilmember Zimmerman inquired if staff had contacted other communities to see if they
have a small paver available.

Director of Public Works/Fire Chief Kapler replied that staff would research that possibility.

Motion by Councilmember Strommen, seconded by Councilmember Zimmerman, to recommend
that the City Council authorize $22,256 from Trail Fees for the construction of a bituminous trail
from 164th Lane to the Lake Itasca Boardwalk.

Motion carried.
