Further discussion: Mayor Gamec inquired if the 2000 gpm was out of the ballpark. Director of Public Works/Fire Chief Kapler replied that there are areas in the City where they can provide over 2000 gpm, but in some areas there are not. He explained that he had talked to a lot of departments regarding the issue and the committee felt the 1500 was adequate. Councilmember Anderson inquired if it was possible to get the equipment to meet the new 911 standards. Director of Public Works/Fire Chief Kapler replied that they are unable to do so. He explained that if they were to go with the 800 mhz system, all of their radios would become obsolete. The earliest they anticipate seeing the 911 system in Anoka County is ten years. Mayor Gamec noted that he had thought that a bill had passed the legislature for Anoka County regarding the issue. Director of Public Works/Fire Chief Kapler replied that he would research that information. Councihnember Zimmerman inquired if the truck will be paid for entirely fi.om the 2002 budget. Finance Officer Lund replied that the City budgeted $630,000 for the truck using funds from the equipment revolving fund. Director of Public Works/Fire Chief Kapler noted that realistically it will be a split purchase with a portion paid in 2002 and the remainder in 2003. Councilmember Hendriksen stated that there had been some discussion about purchasing the chassis and seeing some savings. He inquired if that would be part of the bidding process. Director of Public Works/Fire Chief Kapler replied yes, noting that that will be included as part of the bid documents. Councilmember Hendriksen stated that the City needs to accept the lowest responsible bid and the only uncomfortable feeling he has is does the staff feel they are adequately protected to get quality equipment with a brief specification. Director of Public Works/Fire Chief Kapler explained that the bid documents will state that they will only accept bids from a manufacturer that has been in business for 10 to 15 years. They will also be requesting 15 references for product and service. As far as quality he was very comfortable with saying that the truck has to meet MFP standards. Councilmember Hendriksen inquired if the bid documents address the longevity of the equipment. Director of Public Works/Fire Chief Kapler replied that that would be covered under the warranty section. He noted that they will be looking for a 20-year warranty on the apparatus study. Councilmember Hendriksen inquired if there was a warranty on the generator. Director of Public Works/Fire Chief Kapler replied that typically they have there own separate warranty, but noted that the bid documents do require a single source warranty so that they can go to one place for all warranty issues including the equipment. Councilmember Hendriksen stated that they should include something in the bid documents that states that everything will have a minimum warranty time frame.
