Community Development Director Frolik replied that she was unsure if the City had received
that grant, but will report back to the Council on that issue.

Councilmember Kurak inquired as to how they anticipate everyone getting on the same schedule
in each area.

Community Development Director Frolik explained that eventually everyone will be on a three-
year cycle. She explained that when someone notifies the City of when they had their system
pumped it will be entered into the system and then they will be notified three years later that they
system should be pumped again.

Councihnember Kurak inquired if the contractor who does the pumping will report to the City.

Community Development Director Frolik replied that most of them already voluntarily report to
the City, but with the new policy it will become mandatory.

Councihnember Kurak inquired if a permit is needed to pump a system what would happen in an
emergency situation and City Hall is closed.

Community Development Director Frolik replied that contractors will be able to purchase several
permits.

Councilmember Zimmerman inquired if people would be able to call up to City Hall and find out
when their system was pumped.

Community Development Director Frolik replied that with the new mandated program they will
have that ability.

Councilmember Zimmerman stated that he personally will not vote for it because he thinks it is
intentionally onerous and an attempt to encourage people to connect to City services.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City
Council amend the 2002 Rates and Charges to include a $5.00 Septic Tank Pumping fee.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Anderson, and Kurak.
Voting No: Councilmembers Hendriksen and Zimmerman.

Case #3: Sunfish Commons Revolving Loan Discussion

Item was forwarded to the Council due to the lack of time.

COMMITTEE INPUT

None.

Finance Committee/May 14, 2002
