are operating illegally and playing a game of 'catch me if you can'. <br /> <br />Mr. Zi~mmerman stated that Council should put in writing what home <br />occupations they think are acceptable and which are not. Mr. Zimmerman <br />inquired as to why Council denied a home occupation request for a tuxedo <br />business. <br /> <br />Councilmember COx stated that the tuxedo business would not have drawn ~¢ay <br />from another similar business in Ramsey, but it would draw from other <br />similaz businesses in the County which are in the same taxing entity as <br />Ramsey. The tuxedo rental business would also have been a substantial <br />increase to traffic in the neighborhood. <br /> <br />Mr. Zin~erman stated that P&Z has not been included in overall planning for <br />City parks, roads, utilities, etc. <br /> <br />Councilmsmber COx stated that he brought that same issue up many times <br />while Gary Heitman was mayor and the first joint PZ/Council meeting was not <br />held until just recently. At that joint meeting, Councilmember Cox also <br />requested that the commissions be provided with tax information in order <br />that they can be aware of all aspects of commercial and residential taxing <br />formulas. Decisions regarding home occupations cannot be made without that <br />information. <br /> <br />Mayor Reimann suggested that P&Z and Council make a list of issues and <br />ideas to be discussed at another joint meeting. With respect to overall <br />planning, ~ayor Reimann suggested that P&Z, Park and Recreation and Council <br />meet some time after the joint meeting between Parks and Council on March <br />11. <br /> <br />Mr. Hartley stated that the discussion summarizes as Council telling <br />Planning and Zoning that Council has a strong sense of responsibility to <br />serve the public and do the things they do. Planning and Zoning is saying <br />that they have aspirations to change the image of Ramsey Council doing <br />individual deals or making special compensation for individuals based on <br />factors other than those Planning and Zoning ususally considers. These two <br />goals are conflicting and the differences discussed tonight have to be <br />resolved before Council and Planning and Zoning can be an effective team. <br />~. Hartley stated that he has also heard that Ramsey Council 'does deals'; <br />when it is perceived that Council is doing that, whether they are or not, <br />it hurts the City's image. Mr. Hartley suggested meeting again after both <br />Council and Planning and Zoning have had some time to rethink their goals. <br /> <br />Mayor Reimann stated that if Planning and Zoning and Council can begin <br />working together, it would make staff's and Council's job easier. Council <br />has tried to make staff's job easier by insisting proper procedures be <br />follc~ved but sometimes citizens demand and get their 'day in court' taken <br />care of at the Council level. <br /> <br />Mr. Hartley suggested that maybe staff should take a stronger role and <br />inform citizens that they must approach the aa~isory commissions prior to <br />approaching Council. <br /> <br />Joint City Cx)uncil-Planning & ZoDing/February 17, 1987 <br /> <br />Page 5 of 6 <br /> <br /> <br />
