site in an environmentally acceptable manner. Waste Management has tried <br />to address all concerns that have come forth in the past from Pamsey. The <br />sledding area is s~mething that a lot of the citizens have been promised <br />for a long time and when it did exist, it was very actively used. <br />Regarding environmental issues, Waste Management has just completed the <br />Remedial Investigation and is willing to make a commitment to corrective <br />action even though it is not required at this time. The other issues <br />contained in the proposal include a roadway easement across the northern 80 <br />acres for future traffic needs and continued support of Ramsey Clean Up <br />Day. In turn, Waste Management is asking Ramsey Council approval of the <br />expansion. The expansion will be subject to the final outcome of the <br />Environmental Impact Statement, permitting process and PCA. <br /> <br />Councilmember Cox stated that Ramsey has never had a real opportunity to <br />negotiate and document a guaranteed finalization of the site or <br />environmental protection for the community. Ramsey has gone on record as <br />being strongly opposed to the expansion but the PCA and Anoka County voting <br />records indicate that they do not share Ramsey's deep concerns. Ramsey <br />should negotiate a document that would address our concerns should PCA and <br />County approve the expansion; if not, Ramsey's concerns will end up after <br />the fact, as has been the case in the past. <br /> <br />Councilmember Pearson inquired as to how long Waste Management would be <br />committed to corrective action. <br /> <br />Mr. Otter replied that once the site is finalized and capped, there is a <br />system for measuring the contaminants coming out of the bottcm of the site; <br />that system will be in operation as long as necessary to insure the <br />environment is protected. <br /> <br />Mr. Hartley stated that it is his understanding that Waste Management would <br />be committed for 20 years from the date of closure and inquired if Mr. <br />Otter foresees the commitment at that site running beyond 20 years. <br /> <br />Mr. Otter replied that it is possible that there could be an extension of <br />that period of time; Waste Management is posting a financial responsibility <br />for a 20 year period from the date of closure. <br /> <br />Councilmember DeLuca inquired as to who has control of the property during <br />and after the 20 year period and how does it relate to the sledding/ski <br />area as far as ownership; is a 10 acre sledding/ski area adequate in size <br />to allo~ for parking, warming house, etc.; would it be feasible to install <br />a tow-rope or ski-lift at the facility; will the dedicated roadway easement <br />meet MSA size standards; how much of the roadway construction will be <br />accomplished by Waste Management; would Waste Management be willing to <br />support Ramsey in having the develounent moratorium on the Site P buffer <br />area lifted to allow certain kinds of development. <br /> <br />Mr. otter replied that the size of ownership and size of sledding area are <br />open for discussion; it is feasible to construct tow-ropes and lifts at the <br />facility; roadway easement will meet MSA size standards and Waste <br />Management will rough grade it; Waste Management will review what types of <br />develounent can take place in the moratorium area. <br /> City Council/March 3, 1987 <br /> <br />Page 2 of 4 <br /> <br /> <br />
