dealt with in the future and it is recommended to start with an access to <br />the Mississippi River. <br /> <br />Erika Sitz - Inquired if the City is disallowing development in low areas. <br /> <br />Mr. Hartley- Replied that there are proposed county ditch improvements <br />that will benefit just one property because the City did not let any <br />further development occur in those low, wet areas. The property that did <br />develop in those low areas did so long before any regulations had taken <br />place. The City has tried to make sure development does not take place in <br />areas that are predominantly wet. A lot of those wet areas that are <br />developed were dry and the City made a decision based on the information <br />available at the time. The City has more experience now. <br /> <br />Mr. Raatikka - Stated that 3 years ago the City adopted an environmental <br />ordinance that prohibits building in landlocked areas with no drainage <br />outlets. A lot of Ramsey's existing development would not have taken place <br />if that ordinance had been in place. <br /> <br />Terry Hendriksen - Stated that he has seen records from the 1800's showing <br />ditches being constructed to drain areas; those ditches have not been <br />properly maintained to be fully effective. Those ditches should be <br />resurrected. Mr. Hendriksen stated that he is concerned that this project <br />will mortgage any improvements necessary in the Rum River district for the <br />next five years. <br /> <br />Mr. Raatikka - Stated that expenditures in the Mississippi district do not <br />impact the Rum River district; the Rum River district can initiate a <br />project at any time. <br /> <br />Mr. Hartley - Noted that the Rum River district has several ditches that <br />can be resurrected and developed areas that have put in their own storm <br />sewer systems. <br /> <br />Erika Sitz - Stated a real concern for the improvements drying up wetlands <br />and then the City letting people develop on dried up wetlands. <br /> <br />Mr. Hartley - Stated that he has confidence the systems will be maintained <br />in the future and the wetlands will be protected. Wetlands are an asset <br />and conceive of this or future city councils damaging the City's major <br />asset. <br /> <br />Ernie Larsen - Stated that he knows of no other community bordered by two <br />major rivers and that should be enhanced. Recalled that there was a major <br />drainage ditch constructed to handle the flow in the Hwy. #10 area. Stated <br />that he is in favor of the project but for $400,000, it is not offering <br />much relief to very many people, especially if the water table keeps <br />rising. <br /> <br />Mr. Hartley - Stated that this is the first step in a storm sewer system. <br />Council and staff have a great concern to not let projects get so large <br />that they are out of hand and create an enormous impact to tax dollars. <br />Council and staff felt this outlet to be a wise first step; that perhaps <br /> City Council Public Hearing/March 10, 1987 <br /> <br />Page 5 of 6 <br /> <br /> <br />
