oposals fr~m four consultants to do a study of the Highway #10 corridor.
uncil should be represented in the proposal review process.

Motion by Councilmember Pearson and seconded by Mayor Reimann to appoint
Councilmember Steve DeLuca to assist in the review of candidates for
performing the Highway #10 corridor study.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson and
DeLuca. Voting No: None. Absent: Councilmembers Sorteberg and Cox.

Case92.. Status Report On MunicipalWell #2:

Mr. Raatikka reported that a screen and gravel pack were installed in Well
#2 and it is continuing to produce sand.

Mr. Hartley stated that he and Mr. Raatikka have discussed the matter with
Mr. Renner and the consensus is that the City should remove the screen and
gravel pack and accept the well at whatever rate it will produce sandfree
water; that is estimated to be 300- 350 gallons per minute. That procedure
would be consistent with past recommendations from Mr. Renner regarding
this City developing shallow, smaller wells rather than that of a larger
variety. Shallow wells tend to produce a better quality of water and the
low performance rate does not take away from that quality. It is not
uncommon for communities to run shallow wells regularly with water being
stored in a tower. The change order to remove the screen and gravel pack
would be for $6,580.00.

Mr. Raatikka noted that the screen and gravel pack could be stored at
Renner's and any potential buyers for it would be referred to the City.

Motion by Councilmember Pearson and seconded by Councilmember DeLuca to
approve Change Order No. 4 in the amount of $6,580.00 for Municipal Well #2
to remove sand and gravel pack, install air development equipment and
install and remove test pump.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and
Pearson. Voting No: None. Absent: Councilmembers Sorteberg and COx.

Case ~. Receive Feasibility Report And Set Date For Hearinq On
Industrial Area Sewer And Water Improvements:

Mr. Raatikka provided copies of feasibility report to bring sewer and water
improvements to Sunfish Lake Blvd. and Industry Avenue, across Hwy. #10 and
east and west to Tungsten Street and Schwartzman property. The
improvements are divided into four phases. Mr. Raatikka reported that Mr.
Hartley has determined that there is approximately $2,500,000 available;
$800,000 is proposed to be used for a water tower and the well currently
under construction; that leaves $1,750,000 available for extension of
utilities to the Industrial Area. Mr. Raatikka requested that Council
determine, based on funds available, which phases should be initiated and
that a public hearing date be set.

Councilmember DeLuca stated that Phase 4 should be deleted from the project
City Council/March 10, 1987
