to be presented at thepublic hearing as it cannot be afforded and previous
Council action was to delete extension of trunk lines from Hwy. #10 east to
Front Street area.

Mr. Raatikka noted that the financing method used would be Chapter 444.

Mr. Hartley stated that with Chapter 444 the City would install the
utilities and recover the costs through a user charge and utility billing
to those properties hooking up to the services. Mr. Hartley noted that
billing will have to be on a monthly basis and the Accounting Department is
having great difficulty now taking care of water billing. To implement the
proposed sewer and water project, the City is going to have to develop a
manpower and utility billing system that works.

Motion by Councilmsmber DeLuca and seconded by Councilmember Pearson to
adopt Resolution #87-55 accepting the feasbility report and calling for a
public hearing on March 31, 1987 at 7:30 p.m. at the Ramsey Municipal
Center regarding sanitary sewer and water improvements in the Industrial
and Commercial area (Phases I, II and III only). (Please refer to
resolution file for Resolution #87-55).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Pearson and
DeLuca. Voting No: None. Absent: Councilmembers Sorteberg and Cox.

Consider Action On Proposed Storm Sewer Improvements To Th~
Mississippi Storm Sewer District:

Mayor Reimann noted that it was brought out at the public hearing that even
though the water is currently subsiding, the City should not cease to
pursue storm sewer improvements as wet cycles can return at any time.

Councilmember DeLuca stated that he is very familiar with the 149th area
and he doesn't believe a temporary reprieve in weather conditions will be
sufficient to manage drainage; future development levels will also affect
drainage needs.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to
adopt Resolution #87-56 ordering plansand specifications for storm sewer
improvements to the Mississippi Storm Sewer District. (Please refer to
resolution file for Resolution #87-56).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca and
Pearson. Voting No: None. Absent: Councilmembers Sorteberg and Cox.

Mayor Reimann noted that concern for wetlands was expressed during the
public hearing and commented that the wetlands do need regular maintenance
to serve their purpose.

MAYOR ANDCOUNCIL INPUT

None.

City Council/March 10, 1987
