PROCEEDINGS OF CITY OOUNCIL
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a public hearing on Tuesday, March 10,
1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota regarding proposed storm sewer improvements to the Mississippi
Storm Sewer Taxing District.

Members Present:

Mayor Reimann (arrived at 7:56 p.m.)
Councilmember A1 Pearson
Councilmember Steve DeLuca

Also Present:

City Administrator David Hartley
City Engineer Peter Raatikka
Community Develol~nent Director Anne Norris

Members Absent:

Councilmember Arnie Cox
Councilmember Al Sorteberg

City Administrator David Hartley called the public hearing to order at 7:49
p.m.

City Engineer Raatikka explained that in 1986, the City Council adopted the
Rum River and Mississippi River drainage districts. Tonight's discussion
is to focus on proposed improvements in the Mississippi district. The
proposed project included the extension of trunk storm sewer from the
Mississippi River across Hwy. #10, through the Skelgas property and across
the railroad tracks west to the open area. City Engineer Raatikka noted
that Skelgas had had problems with flooding and pumping for the past
several years. The project includes a 36 inch trunk storm sewer and 12
inch subdrains along Hwy. #10 to lcwer the groundwater. The intent of the
project is to lower the groundwater in the entire district and future
improvements in the district will tie into these improvements. The
estimated cost for the 36 inch pipe is $383,125.00 and $42,500.00 for the
12 inch pipe; the total cost is estimated at $425,625.00. City Engineer
Raatikka presented two financing alternatives. One would be assuming that
MN DoT will participate. Although the level of MN DoT participation is
unknown, City Engineer Raatikka estimated MN DoT's share at $110,800.00 and
the City's share at $314,825.00. That cost amounts to $43,792.00/year at
6.5 interest amortized over a 10 year period; estimated assessed valuation
in the district is $12,000,000.00; based on this, the mill levy would be
3.65 mills. City Engineer Raatikka presented the second financing
alternative that provides for no MN DoT participation. Given the same
costs and interest rates, the annual cost would be $59,204.00/year
City Council Public Hearing/March 10, 1987
