Motion by Mayor Gamec, seconded by Chairperson Hendriksen, to recommend Council accept
the 2001 Comprehensive Annual Financial Report and authorize the Finance Officer to submit to
the State of Minnesota Department of Revenue and other agencies, as required, and to submit the
report with application for the Certificate to the Government Finance Officers Association of the
United States and Canada.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

On behalf of the City Council, Mayor Gamec thanked Mr. Malloy and City staff for their time
and effort in the budgeting and reporting process.

Case #2:

Authorize City Administrator to Accept Bid And Award Contract for
Remodeling of Ramsey City Hall

Assistant City Administrator Nelson reviewed that at its regular meeting of April 9, 2002,
Council authorized the City Administrator to prepare plans and specifications and a bid package
for the remodel of City Hall. Plans and Specifications were prepared and the project was
advertised for the period of May 17, 2002 through June 4, 2002. A pre-bid meeting was held
with representatives of BKV Architects and E & V Construction on May 23, 2002, at Ramsey
City Hall to allow potential bidders to review the plans with the project architects and tour the
building. Sealed bids were received at City Hall at 2:00 p.m. on Tuesday June 4, 2002; seven
bids were received. BKV Group and E & V Construction met with the successful bidder on
Friday, June 7, to review the bid received. BKV Group and E & V Construction are
recommending accepting the low bid, Braun Built Construction, in the amount of $96,580. With
Council authorization, staff will proceed to begin mobilization, with an anticipated start date for
construction of July 8, 2002. E & V Construction Managers established a budget of $216,068 for
the remodeling project. The bid of $96,580 is well within the estimated construction costs of
$124,868 and will most likely help to yield an overall lower project cost. Staff is requesting
authorization to accept the bid and award the contract for remodeling of the Ramsey City Hall to
Braun Built Construction in the amount of $96,580. If approved, she estimated a start date of
July 8, 2002.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City
Council authorize the City Administrator to accept the bid and award the contract for remodeling
the Ramsey City Hall to Braun Built Construction in the amount of $96,580.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak,
and Zimmerman. Voting No: None.

COMMITTEE INPUT

Councilmember Anderson asked how long the auditing firm has been with Ramsey.

Finance Committee/June 11, 2002
