PROCEEDINGS OF CITY COUNCIL <br />CITY OF RAMSEY <br /> ANOKA GOUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular n~eting on Tuesday, March 24, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmember Steve DeLuca <br />Councilmember Arnie Cox <br />Councilmember Al Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br />City Engineer Peter Raatikka <br />Reporter Kathy Cassidy <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular Council meeting to order at 7:32 p.m. and <br />led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Douglas Fountain - 15255 Garnet - Stated that on tonight's agenda, as a <br />discussion item, is a proposal by Waste Management of Minnesota that will <br />grant a vertical expansion of the landfill in exchange for certain <br />considerations to be given by Waste Management, which include a water <br />treatment system, ann,,~l clean-upday (free dumping) and a ski/sledding/ <br />sliding area. Mr. Fountain stated that he is taking this opportunity to <br />bring before Council previous actions and comments recorded in Council <br />minutes pertinent to some of these proposal items. Frcm the jointCouncil/ <br />Planning and Zoning Commission public hearing held June 25, 1984 - "Mr. <br />Otter stated that Waste Management took over this facility in the early <br />1970's. The planned end use of this site as a park were promises of the <br />past owners of the site. Problems associated with that type of end use <br />could be deterioration of final cover, infiltration and environmental <br />problems. Waste Management, as owners of the site, when documents are <br />signed, is proposingthat the end use be open space. Inthose minutes, Mr. <br />Roger Berres, Director of Real Estate for Waste Management states "Those <br />residents adjacent to this site in years to come will be beneficiaries of a <br />tremendous open space." Also in the June, 1984 minutes, "Park development <br />as an end use of the landfill site could not be considered because of final <br />cover deterioration problems. It's quite unbelievable that a ski, sledding <br />slope on a sidehill of the facility will not present similar erosion <br />problems now or in the future." Mr. Fountain stated that Ramsey has been <br />considering pursuing municipal development of the present airport for <br />approximately 3 years.
