Further Discussion: Mayor Reimann stated that he wants to protect minors <br />but not infringe on the rights of adults. Councilmember Cox stated that he <br />would prefer the ordinance not to require immediate penalization for <br />violations but rather a time period in which to get into compliance. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Zoning Map Amendment Rezoning Property From R1-R Rural <br />~esidential To R1-U Urban Residential: <br /> <br />Ms. Norris stated that during recodifying and amending the zoning <br />ordinance, zoning districts were also redesignated. In that process, 13 <br />acres owned by Mr. Schaumburg was redesignated from Urban Residential to <br />Rural Residential increasing minimum lot size from 1 acre to 2.5 acres. <br />Mr. Schaumburg's adjacent 80 acre parcel remains at 1 acre minimum lot <br />sizes; the 13 acres was originally intended to correspond with the 80 acres <br />and Mr. Schaumburg is requesting rezoning accordingly. Ms. Norris noted <br />that the long, narro~ configuration of the 13 acres is a result of previous <br />planning efforts to provide access to the 80 acre parcel from Sunfish Lake <br />Drive that would contain enough area to also develop lots along the access. <br /> <br />councilmember Cox noted that even with the rezoning, the property would <br />still be landlocked because it would access onto a private street (Sunfish <br />Lake Drive) and not a public street. <br /> <br />Mr. Schaumburg stated that he will not be developing the land and he is <br />sure that whoever does will construct a public road for access. Mr. <br />Schaumburg noted that at the time, it was the City's suggestion that he <br />purchase a330' wide strip rather than a 100' wide strip for access to the <br />80 acre parcel so that lots could also be developed along the access. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cox to <br />introduce Ordinance #87-X rezoning the 13 acre parcel from the existing R- <br />1R Rural Residential District to the R-1U Urban Residential District. <br /> <br />Further Discussion: Councilmember COx stated rezoning will only change the <br />minimum lot size; the property will still be landlocked until the residents <br />on Sunfish Lake Drive request and agree to pay for upgrading up to City <br />standards. Mr. Clayton Berg, previous Building Official for Ramsey, was <br />present and stated that he is sure that past minutes will confirm that Mr. <br />Schaumburg was advised to acquire a 330', rather than a 100', wide strip of <br />property that would accommodate not only a roadway but also lots once sewer <br />and water became available. Ms. Norris stated that Mr. $chaumburg wants <br />the property rezoned to eliminate any question as to whether or not the 13 <br />acre strip can be developed with urban size lots once utilities are <br />available. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, COx, <br />DeLuca and Pearson.
