PROCEEDINGS OF CITY COUNCIL <br /> ~3BLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA GOUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, March 31, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., I~amsey, <br />Minnesota regarding the extension of sewer and water to the Industrial <br />Area. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1 Sorteberg <br />Councilmember Al Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />Reporter Kathy Cassidy <br /> <br />Mayor Reimann called the public hearing to order at 7:37 p.m. <br /> <br />City Engineer Raatikka stated that the purpose of this hearing is to <br />discuss proposed sewer and water improvements in the Commercial/Industrial <br />area to be financed utilizing Chapter 444. Sanitary sewer trunk <br />improvements would be in 4 phases: 1) Begin at Anoka border and continue <br />and along the railroad tracks to the intersection of Sunfish Lake Blvd. and <br />Cry. Rd. #116; 2) Extend south across the railroad tracks and across Hwy. <br />~10 to the proposed Front Street extension; 3) Continue to the west side <br />of Riverside west; 4) Extend to the east to Tungsten Street. Water main <br />improvements include 4 phases: 1) Begin at the intersection of Dysprosium <br />and Cty. Rd. #116, following 116 to the intersection of Sunfish Lake Blvd.; <br />2) Extend south across the railroad tracks and Hwy. #10 to the proposed <br />Front Street extension; 3) Continue from the Front Street-Hwy. #10 <br />intersection to the west side of Riverside West. 4) Continue east to <br />Tungsten Street. A water tower is proposed at the intersection of Cty. Rd. <br />#4 and Hwy. #47. Total estimated cost for sewer trunk improvements is <br />$979,200.00. Total estimated cost for water main improvements is <br />$871,200.00. Water tower cost is estimated at $650,000.00. There is <br />sufficient tax increment revenue project to cover phases 1, 2 and 3 for <br />sewer and water improvements; without another funding source, phase 4 sewer <br />and water improvements may not be feasible at this time. It is proposed <br />that properties will be charged an availability surcharge when they hook-up <br />to the system; the per acre cost is estimated at $2,190.60 for sewer and <br />$4,872.88 for water which figures out to an annual cost of $1,052.37 over a <br />10 year period based on an 8% interest rate. The cost of laterals is <br />proposed to be included in the user fee; typical user fee for sewer would <br />be $2.73/1,000 gallons and $2.20/1,000 gallons for water; minimum fee per <br />quarter would be $205 for sewer and $165 for water. If Council chooses to, <br />they can order plans and specs this evening; receive plans and set a bid <br />date on April 28; receive and award the bid and set the bond sale for May <br />City Council Public Hearing/March 31, 1987 <br /> <br />Page 1 of 2 <br /> <br /> <br />
