COUNCIL ~3SINESS <br /> <br />Proposal Of Waste Management Of Minnesota. Inc.: <br /> <br />Mr. Hartley reviewed with Council a memorandum from Merland Otto and Bill <br />Goodrich regarding Waste Management's proposal relating to their vertical <br />expansion and the establishment of a 10 acre ske hill on the northeast <br />slope of the landfill. Mr. Hartley stated that one point of the memo is <br />that Waste Management will need to apply to Ramsey for a conditional use <br />permit, mining permit and environmental permit. Waste Management contends <br />that they do not have to go through a conditional use permit process <br />because they feel that the last conditional use permit that was granted <br />anticipated an expansion; they will, under protest, go through the process <br />if the City is willing to grant the permit. The memo also reviews why <br />there is a conflict with airports and landfills and the difficulties that <br />might be found in receiving funding for the airport if an active landfill <br />is in existence. The memo also points out that there may be problems <br />getting Anoka County and PCA approval to access and use the site as a ski/ <br />sledding area. With regardings to liability, the City would be liable for <br />recreational activities and Waste Management would be liable for <br />environmental exposure. The estimated cost for Waste Management to provide <br />items contained in their proposal is $270,000.00. The memo outlines pros <br />and cons to be considered from the City and Waste Management's <br />point-of-view. <br /> <br />Councilmember COx stated that the City of Anoka is encouraging expansion of <br />the site which carries weight with other agencies. If the site is going to <br />be expanded, then Ramsey should be on the front burner to see to it that <br />the City gets the best results with respect to the end use of the site; <br />the City won't get anything if it waits until after the fact. <br /> <br />Councilmember DeLuca stated that his biggest concern with the proposal is <br />whether or not the responsible agencies will issue permits for the ski/ <br />sledding hill; without assurance of that end use, ~ proposal is of no <br />value to the City. A~ ~ ~-v~ ~.~;?'J~ ~ <br />Councilmember Cox noted that the City has gone on record opposing the <br />expansion but according to the Metro Council and PCA voting records, there <br />is not much chance the request for expansion will be denied. <br /> <br />Motion by Councilmember COx and seconded by Councilmember DeLuca directing <br />the City Administrator to draft, for Council review and approval, a letter <br />to Anoka County, PCA and Metro Council requesting their concept approval of <br />develol=nent of the landfill site into a ski/sledding area; the letter <br />should specify a 30 day response time. Mr. Hartley stated that he will <br />have that letter ready for Council review on April 14. <br /> <br />Motion carried. Voting Yes.' Mayor Reimann, Councilmembers Sorteberg, COx, <br />DeLuca and Pearson.
