Motion by Councilmember Cox and seconded by Councilm~mber DeLuca to adopt <br />Resolution #87-70 requesting cooperative construction funds from Mn/DoT for <br />trunk storm sewer construction. (Please refer to resolution file for <br />Resolution #87-70). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, COx, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Council directed staff to negotiate with Mr. Huseby and Anoka County, the <br />exchange of property along Hwy. #10 for property adjacent to the existing <br />Anoka County Regional Park and the development of a road. <br /> <br />Council recessed at 9:00 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:18 p.m. <br /> <br />Case #4: Contracting Out Report: <br /> <br />Mr. Hartley proceeded to review his report with council relating to <br />contracting out and stated that there are some items that lend themselves <br />to contracting out better than others. Mr. Hartley stated that blanket in- <br />house or blanket contracting out is not good; tasks should be reviewed for <br />the most economical method of accomplishment. Mr. Hartley named many tasks <br />already contracted out in Ramsey and stated that those tasks and current in- <br />house tasks should be reviewed for the most appropriate method of <br />accomplishment. Mr. Hartley stated that it would be very difficult and <br />costly for the City to blanketly contract out everything in the public <br />works department, but there are certain functions within the department <br />that might be wise to contract out. <br /> <br />Councilmember COx stated that now is the time to review those functions <br />that would be more economically accomplished by contracting out in order to <br />determine if there is a real need for additional property and buildings in <br />the public works department. <br /> <br />Mayor Reimann suggested that staff do a cost analysis on contracting out <br />certain in-house functions in all departments; obtain input from private <br />contractors; and research what functions other communities accomplish by <br />contracting out. Mayor Reimann stated that there are a lot of pros and <br />cons relating to contracting out and in-house but he doesn't believe in <br />competing with private enterprise and then private enterprise having to pay <br />for those services. An effective contracting out program depends on a <br />manager that can properly administer it. <br /> <br />Councilmember DeLuca stated that he would like to see an accurate appraisal <br />of public works tasks and the time required to accomplish those tasks; if a <br />department is being run efficiently, much money won't be saved by <br />contracting out. Councilmember DeLuca also suggested that striping of <br />athletic fields be contracted out to the organizations utilizing the <br />fields; such an arrangement would give those organizations more working <br />March 31, 1987 <br /> <br />Page 5 of 9 <br /> <br /> <br />
