County Commissioner Haas-Steffen stated that the County proposed a bonding <br />bill at the State legislature for the Rum River crossing; the State left <br />the county with no highway bill. Other funding sources are being pursued; <br />the county is not giving up on the Rum River Bridge. <br /> <br />Council recessed at 8:45 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:50 p.m. <br /> <br />Clayton Berg - Stated that in support of Mr. Raatikka's comments, he would <br />like to state for the record that in 1979 and 1980 he was involved in the <br />meetings between Ramsey and Anoka County regarding upgrading Dysprosium and <br />at that time the County said they did not need another county road and they <br />would not consider Dysprosium being a county road, but Ramsey could deal <br />with the State if they desired to do so. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Resolution #87-126 authorizing the City Engineer to prepare a right- <br />of-way acquisition plan to upgrade Dysprosium Street in Ramsey to County <br />standards and to evaluate other alternatives for the realignment of State <br />Hwy. #47. (Please refer to resolution file for Resolution #87-126). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mr. Hartley stated that the information called for in the motion should be <br />available in one month; he will channel information to concerned residents <br />regarding this subject through Mr. Hellem and Ms. Kyker. <br /> <br />Case #1.B: Discussion Re~ardin~'L&G Rehbein's Conditional-Use-Permit To <br /> Grade And Excavate: <br /> <br />Mr. Hartley stated that all of the truck traffic resulting from the <br />creation of a man-made lake in Northfork is currently routed onto the only <br />MSA road in that vicinity (153rd Avenue N.W.). City Council can take those <br />concerns registered by citizens during Citizen Input and any additional <br />concerns into consideration and decide to establish a public hearing on the <br />question of whether or not the conditional use permit which is currently <br />active should be amended or revoked. If Council chooses to not hold a <br />public hearing on the question, then they may want to talk about other <br />negotiated options with the holder of the conditional use permit. <br /> <br />Mike Nasby - 8330 153rd - Stated his home fronts 153rd and the truck <br />traffic has been going on for 4-6 weeks. His driveway, which he installed <br />two years ago, is now cracking from the street up to the house. Even <br />though 153rd is a 9 ton capacity road, it is not meant to be used 100 times <br />a day by those weights. The trucks are overweight and creating safety <br />hazards. The truck traffic should be rerouted through the Northfork area <br />by closing down the railroad crossing at Puma and Hwy. #10 and reopening <br />the crossing at the Design Center and Hwy. #10. <br /> <br />Gregg Smith - Stated that Northfork had it's own crossing at the Design <br />Center and Hwy. #10 and chose to close it off. <br /> <br />City Council/May 26, 1987 <br />Page 11 of 21 <br /> <br /> <br />
