PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE 0F MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, May 26, 1987 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding Mr. Gilbert Menkveld's and Mr. Art Raudio's request for a <br />conditional use permit to grade and excavate. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember Al_Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Reporter Kathy Cassidy <br /> <br />CALL TO QP~DER <br /> <br />Mayor Reimann called the public hearing to order at 7:54 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mike Perry - 7481 149th Avenue - Stated that Mr. Raudio began grading and <br />excavating prior to obtaining a conditional use permit and he has partially <br />filled protected wetlands. Inquired as to what is going to be done about <br />the holes and hills that have been created and who is responsible for <br />contamination that might occur in his home well because of all the dirt <br />movement. One of the area wetlands used to be fairly clear and now it is <br />stagnant water because of mud runoff into it. <br /> <br />City Engineer Raatikka stated that the applicants are requesting to grade <br />and excavate 72 acres located south of 149th and west of Cry. Rd. #56 in <br />order to develop the northwest 25 acres, Pineview Second Addition. Mr. <br />Raatikka stated that he recommends use of silt fences to prevent disturbing <br />protected wetlands. An environmental assessment worksheet is required <br />when grading more than 40 acres a mean depth of 10 feet or more; an EAW is <br />not required in this case. The access for grading operations on the <br />property will be from Cty. Rd. #56. <br /> <br />Mike Perry - Stated that the subject property is already too low to allow <br />more dirt removal from it. <br /> <br />City Engineer Raatikka stated that the developers are grading higher areas <br />and filling the low areas. <br /> City Council Public Hearing/May 26, 1987 <br /> <br />Page 1 of 2 <br /> <br /> <br />
