PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 26, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1 Pearson <br />Councilmember A1 Sorteberg <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Community Development Director Anne Norris <br />City Engineer Peter Raatikka <br />Reporter Kathy Cassidy <br /> <br />CALL T.00.I%DER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:35 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Mike Nasby - 8330 153rd Avenue NW - "I'm here on behalf of the residents of <br />Whispering Pines and surrounding communities near 153rd Avenue and County <br />Road #83. We are here to complain about the noise, road destruction, dirt <br />and most of all, the safety of our children as well as the personal <br />property damage due to the Northfork Addition's man-made beach (lake) and <br />upgrading the quality of the land within that addition. According to the <br />Ramsey Resident dated May, 1987, Volume 2, No. 5, this council approved L&G <br />Rehbein's request for a conditional use permit to grade and excavate a man- <br />made lake in Northfork. To the best of our knowledge, the citizens who <br />live near that development were not informed of the potential hazards <br />created by such a large undertaking. To remove 2-1/2 million yards of dirt <br />requires 55 trucks to make approximately four round trips a day on our <br />roads for approximately three to four years during construction season. We <br />have put up with the stress and aggrevation for the past month and now we <br />would like to know when this major problem will be resolved. We want the <br />traffic from Northfork rerouted to the original exit by Northfork's Sales <br />Office. These trucks are coming in and out at an accelerated speed before <br />6:00 a.m. and after 6:00 p.m. Tonight there was one truck that came <br />through at 6:10 p.m., two trucks at 6:30 p.m. and two more at 6:40 p.m. and <br />one truck left at 6:55 p.m. They appeared to be traveling more than 40 <br />miles per hour and dropping dirt on the road. This has happened on other <br />days also. The State patrol has weighed and inspected some of these trucks <br />and have found some of them to be overloaded and some with faulty <br />equipment. The risk of injuries to our children far out weighs any tax <br />advantages that the Northfork Addition will ever create for the City of <br />City Council/May 26, 1987 <br /> <br />Page 3 of 21 <br /> <br /> <br />
