PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 9, 1987 <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding modifications to tax increment plans for Tax Increment Financing <br />District No. I. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1Sorteberg <br />Councilmember A1 Pearson <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:43 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Hartley stated that the tax increment plan for Tax Increment Financing <br />District No. i spells out what the City plans to do in that district and <br />the kinds of financial expenditures that might take place. The city now <br />has fairly accurate estimates of the types of improvements that will take <br />place and the plan needs to be amended to correlate with what the city is <br />planning to do. Financing sewer and water with connection charges versus <br />special assessments is highlighted in the development plan. <br /> <br />Councilmember Cox inquired if the modifications involve any major changes <br />from what was originally approved. <br /> <br />Mr. Hartley replied that the amended tax increment plan is identical to <br />the text Council has seen in the past regarding how to use money in the tax <br />increment district. Most of the changes deal with firming up actual <br />estimates for industrial sewer and water, water tower, well, etc. to <br />reflect Council's action to set a policy of connection charges versus <br />special assessments. <br /> <br />Councilmember Cox inquired as to how much of a problem there will be <br />extending sewer and water to the Sauter property, considering elevations. <br /> <br />City Engineer Raatikka replied that the lines coming to Sunfish and <br />Industry Avenue are basically lateral lines that are shallow.
