District Assistant Superintendent regarding the level of participation
expected from Ramsey for the purchase of playground equipment at Ramsey
Elementary School. It was indicated that Ramsey's participation will be
reduced from $13,000 to $9,000 because of Ramsey's limited return on school
tax funds based on only having one school in Ramsey.

Motion by Councilmember Cox and seconded by Councilmember DeLuca
authorizing City Staff to prepare a resolution for Council adoption
approving City participation in the purchase of playground equipment for
Ramsey Elementary School in the amount of $9,000.00.

Motion carried. Voting Yes: Mayor Reimann, Gouncilmembers Sorteberg, Gox,
DeLuca and Pearson. Voting No: None.

Councilmember Cox noted that along with the discussion on the need for an
additional school in Ramsey that was placed on the next meeting agenda,
Council should also have some information available for review, especially
now that it is budget time, regarding the function of community education
and it's intent for now and in the future.

Case #5: Consider Authorizin~ The Installation Of Electrical Service To
The Central Park Shelter Building:

Mr. Hartley stated that staff has obtained a cost estimate in the amount of
$735.00 to improve electrical service at the Central Park shelter to
accommodate preparation of food and beverages.

Mr. Mevissen stated that the existing electrical service to the shelter
only provides power for the sprinklers and one outlet.

Motion by Councilmember Pearson to approve a $735.00 expenditure to improve
electrical service to Central Park shelter.

Further Discussion: Councilmember Cox inquired as to why only one cost
estimate was sought. Mr. Hartley replied that one cost estimate was
obtained because the project is a relatively small one. Councilmember Cox
stated that he would like staff to obtain cost estimates from some Ramsey
electrical contractors. Mr. Mevissen noted that the contractor on the
existing cost estimate can have the improvements made in time for the
Community Picnic on June 14. Councilmember Cox stated that he would prefer
that the motion stipulate that if a Ramsey contractor can provide the
service at a lower cost, the Ramsey contractor should get the project. Mr.
Mevissen stated that he doubts there is sufficient time to pursue a local
contractor and get the improvements in by June 14.

Councilmember Cox seconded the motion for further discussion.

Further Discussion: Councilmember DeLuca recommended proceeding with the
contractor and bid received but that in the future, the City award projects
to Ramsey contractors whenever economical and feasible to do so. Mayor
Reimann stated that considering there is a need for the improvements in
time for the Community Picnic, he is in favor of proceeding with the
contractor and bid received; in the future, local contractors should be
Special City Council/June 9, 1987
