Zimmerman stated that they could sell some of the property the City has and pay for it. <br />Councilmember Hendriksen inquired if they as a Council discussed the HRA levy. <br />Councilmember Anderson stated that they did discuss the HRA levy at the budget work session <br />and the general feel at that time was that everyone was in favor of the levy. Councilmember <br />Hendriksen stated that he would like to look at other alternatives. Finance Officer Lund stated <br />that the Council could pass the resolution and then eliminate it at final adoption if they so <br />choose. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to amend the motion to include <br />that the Council will discuss the HRA levy further at a future meeting. <br /> <br />Amendment carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, and <br />Hendriksen. Voting No: Councilmember Zimmerman. <br /> <br />Councilmember Hendriksen stated that he still thought they should explore other alternatives. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Councilmember Zimmerman stated that he was opposed because it was a tax increase. <br /> <br />Case #2: Review and Adopt Proposed 2003 General Fund Budget <br /> <br />Finance Officer Lund stated that the 2003 proposed General Fund Budget, as it has been <br />presented, is based on the collection of tax dollars at a level that has an imposed levy limit for <br />2003 payable. The budget as presented includes $526,194 of capital outlay items. About 45 <br />percent of these capital items will be funded from the Equipment Revolving Fund and a grant <br />received from the Federal Emergency Management Agency. The 2003 proposed general fund <br />budget must be adopted by September 16, 2002, and submitted to the County Auditor along with <br />the certified property tax levy. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City <br />Council adopt the resolution adopting the Proposed 2003 General Fund budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #3: Purchase of Replacement Manikins and Oxygen Equipment <br /> <br />Finance Officer Lund stated that the Police and Fire Departments are requesting authorization to <br />purchase five replacement CPR manikins utilizing money from the Equipment Replacement fund <br />under both Police and Fire. The Police Department is also in need of a replacement emergency <br />oxygen kit. There is sufficient money in the equipment replacement fund to cover the $437.00 <br />purchase from PARR Medical, Inc. <br /> <br />Finance Committee/September 11, 2002 <br /> Page 5 of 7 <br /> <br /> <br />
