Mr. Goodrich presented a proposed resolution directing the commencement of <br />eminent domain proceedings if negotiations for easements fail. Mr. <br />Goodrich also recommended that condemnation proceedings begin now so that <br />in the event negotiations fail, the process is under way and the project <br />will not be delayed. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cox to adopt <br />Resolution ~87-149A authorizing the acquisition of certain utilitiy <br />easements. (Please refer to resolution file for Resolution #87-149A). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case ~251 Acceptance 0fLetter Regardin~ Conc'ern"For-Proo-o-sed-Airvo'rt <br /> Improvement's': <br /> <br />Council noted receving a letter dated June 11, 1987 from concerned citizens <br />regarding proposed improvements to the airport. <br /> <br />~ R~view Gamblin~ License Application Of Arrigoni; Tnt;: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />waive the 30 day comment period relating to Arrigoni Inc.'s request for a <br />gambling license. <br /> <br />Further Discussion: Mayor Reimann stated that Mr. Auspos' report regarding <br />Arrigoni's request for a gambling license is sufficient but he feels that <br />it would be inappropriate for a non-local organization to use an area <br />business to gather funds that will not be used to benefit people from this <br />area. Mr. Hartley stated that Council can express their concerns to the <br />State Gambling Board; that Board has the power to approve or deny the <br />license application. <br /> <br />Councilmembers Cox and Sorteberg withdraw their motion. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />indicate to the State Gambling Board that Ramsey's concerns regarding <br />Arrigoni Inc.'s request for a gambling license are based on the <br />followingz <br /> <br />1. Arrigoni, Inc. is not a local or even adjacent community based <br /> organization. <br /> <br />Ramsey is not aware of the depth of Arrigoni's charitable aspect <br />and has no history of the organization on which to base their <br />credibility. <br /> <br />3. Funds derived from the gambling operation in Ramsey will not be <br /> used in the interest of improving Ramsey or it's residents. <br /> <br />Further Discussion: Mayor Reimann noted that Ramsey has not expressed <br />concern with applications for gambling licenses from local organizations <br />because those organizations return those funds into the community.
