CO~SE~T $~,E~A <br /> <br />Adopt Resolution Approving Partial Pay'Estimate'For Project <br /> 986-15 (153rd Avenue NW) To H&S Asphalt: <br /> <br />During Approval of Agenda, Mr. Raatikka explained that the seeding portion <br />of this project cannot be done until fall. On that basis, the request for <br />final pay estimate has been revised to partial pay estimate to retain 5% <br />until the project is complete. Mr. Raatikka noted that the seeding was <br />delayed because of work the gas company was doing in the area. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt <br />Resolution 987-148 approving partial pay estimate for Project #86-15 (153rd <br />Avenue NW) to H&S Asphalt Company. (Please refer to resolution file for <br />Resolution #85-15). <br /> <br />Further Discussion: Mr. Raatikka stated that he will remind H&S Asphalt <br />that there is seeding to be completed this fall. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />A4oDt R~solution Accepting Bids And-Awardin~ Contract For Rum <br /> River Plaza Site Improvement Project 987-22: <br /> <br />Mr. Hartley stated that the bids received for Robert Muller's Rum River <br />Plaza Site Improvement Project #87-22 exceed estimates. The options are <br />to reduce the items to be done, not necessarily from the project, but <br />required by the developer to complete. Mr. Hartley stated he met with Mr. <br />Muller this afternoon and a tentative agreement reached included tax <br />increment being used for site preparation, grading and storm sewer work and <br />the developer paying for lighting and landscaping. Mr. Hartley presented a <br />proposed resolution to award the bid for the project contingent upon the <br />developer entering into a development agreement. <br /> <br />Councilmember Cox inquired if traffic control lights are still included in <br />the project. <br /> <br />Mr. Raatikka stated that he contacted Mn/DoT regarding traffic controls and <br />their indication was that lighting at Hwy. 947 and 167th is not warranted <br />at this time; Mn/DoT is willing to install warning signals if it becomes <br />necessary. <br /> <br />Councilmember Cox noted that the reason for tax increment financing is to <br />provide things that normally could not have been provided. There is large <br />amount of tax increment involved in this project and removal of traffic <br />controls from the project deletes the one item that would really benefit <br />the public. Councilmember Cox stated that Mn/DoT is not aware of speed <br />problems on 167th and the added traffic from the golf course. <br /> <br />Mayor Reimann stated that there is a need for some type of signal south of <br />the proposed project area that would warn of the approaching high traffic <br />area which is not clearly visible because of the incline. <br /> City Council/June 30, 1987 <br /> <br />Page 4 of 13 <br /> <br /> <br />
