Voting No: None. <br /> <br />Case.#6: Discuss Conditional Use Permit For Grading And Excavating; <br /> Gase Of Mr. Gilbert Menkveld: <br /> <br />City Engineer Raatikka recalled that at the July 7 meeting, Council <br />directed Mr. Menkveld to remove all organic material buried on his property <br />south of 149th Avenue. Mr. Raatikka stated that Mr. Raudio, Menkveld's <br />agent, indicates that he is proposing to plat this area and the portion of <br />the property where the organic soils are buried is not intended to be built <br />on and therefore would not require buildable soils. Mr. Raatikka then <br />referred to Keith Sauer's question raised during Citizen Input regarding <br />the contents of the material obtained from General Mills and deposited on <br />the Menkveld site and stated that the material is lowland excavation. Mr. <br />Raatikka stated that the material was tested by Waste Management and they <br />accepted some of it for cover material on the landfill. Mr. Raatikka <br />stated that the holders of the permit are contesting removal of the organic <br />material from the Menkveld site; the presence of that material may be <br />acceptable for residential development but limits the use of that <br />industrial property with respect to size and type of business and location <br />of building and on-site septic system. Mr. Raatikka also noted that a lens <br />of black organic material was found on the northerly lots which could have <br />been buried there at some time in the past. <br /> <br />Councilmember Cox noted that a portion of this property is also being <br />considered as a site for a new public works building and no recommendation <br />will be made until this grading and soils issue is resolved. <br /> <br />Mr. Raudio asked if Council would hear from soils engineers he brought with <br />him that have worked with the same type of soils in Champlin and can <br />testify to the firmness of that soil after it has been conditioned. <br /> <br />Council replied that they will only be taking the advice of Ramsey's City <br />Engineer. <br /> <br />Mr. Raudio stated that before he started this project, he met with Staff <br />and DNR to review all aspects; Ramsey City Ordinances did not mention a <br />difference in requirements for Class I soils for residential versus <br />industrial development. Mr. Raudio stated that when grading began, a 4'-5' <br />lens of unbuildable soils was found on the back lot line; further soil <br />borings in undisturbed areas should prove that the lens runs throughout the <br />property, Mr. Raudio requested that his soils engineers be allowed to work <br />with the City Engineer to correct the soil problem and exceed the <br />requirements of City Ordinance. <br /> <br />Councilmember Cox inquired how long settling will take place once Class I <br />soils have been disturbed 10 feet below elevation. <br /> <br />Mr. Raatikka stated that settling would take several years and probably <br />require surcharging soils before footings could be built. <br />City Council/July 28, 1987 <br /> <br />Page 12 of 23 <br /> <br /> <br />
