Case #9: Discuss Mr. Dick Carson's Proposed Residential Development: <br /> <br />Mr. Hartley stated that Staff has met with Ron Batty, Bond Counsel for <br />Ramsey, regarding Mr. Dick Carson's suggestion that tax increment revenues <br />be used to extend sewer trunk for residential development north of <br />Magnesium Street. It has been determined that for Ramsey to receive <br />benefit, several things have to take place. The criteria spelled out in <br />State statute for using tax increment revenues for residential development <br />requires that 20% of the units be affordable to low and moderate income <br />individuals. In addition, Staff believes there should be one agent <br />representin§ the various property owners and developers in the project <br />area with a unified development plan; extension of sewer trunk should go <br />north of Ramsey Terrace rather than through it. It has also been <br />determined that there is a need for the City to establish a general policy <br />as it relates to the use of tax increment revenues. <br /> <br />Dick Carson stated there are six property owners involved and a unified <br />development plan and 20% affordable housing would not present problems; one <br />agent representing all property owners may or may not be a problem. Mr. <br />Carson stated he would like the possibility of serving that area with sewer <br />trunk via the City's first cab interceptor given some consideration. <br /> <br />Mr. Raatikka stated he would review Mr. Carson's suggested alignment with <br />Metro Council; it would require modifying the comprehensive plan. <br /> <br />Case #10: <br /> <br />Report On Status Of Funds For A Civil Defense System In <br />Rams ev: <br /> <br />Mr. Hartley stated that according to Police Chief Auspos there are no <br />County, State or Federal funds available for the purchase and installation <br />of a civil defense system. Civil defense sirens cost about $10,000/unit <br />and it would take about 15 sirens to cover Ramsey. <br /> <br />Mr. Hartley left Council Chambers temporarily to get a map of proposed <br />siren locations in Ramsey. <br /> <br />MiscellaReous Case: Increase To Tipping Fees From Landfi~l~; <br /> <br />City Attorney Goodrich stated that Minnesota Legislature passed a statute <br />increasing tipping fees from landfills from $.15 to $.25 per cubic yard of <br />material deposited at landfills. Mr. Goodrich presented a draft ordinance <br />proposing Ramsey to receive that increased tipping fee amount. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to <br />introduce Ordinance #87-X amending Chapter 130.10 of the City Code <br />requiring the payment of a fee for each cubic yard of waste accepted and <br />disposed of in the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
