Nevison, Frank and Debra <br />Carlson and Tony Karst. <br /> <br />21) That Dayton City Ordinances require five acres to keep a horse. <br /> <br />Further Discussion: David Full - 16325 Marmoset - Stated that he attended <br />the Planning and Zoning meeting addressing this case and contrary to what <br />is proposed as Item #17 of the findings of fact, he is not in favor of the <br />request being approved for the Mashuga property. Mr. Full stated that he <br />contacted PCA regarding his concerns for pollution and that agency is <br />forwarding a letter to the City of Ramsey regarding the Mashuga request as <br />it relates to their particular parcel. Council directed that the findings <br />of fact be amended as follows: <br /> <br />Item #17 should read: 'That Mr. Dave Full, 16325 Marmoset Street NW, <br />appeared at the public hearing and stated that he is not in favor of <br />the request being approved for the Applicant's lot.' <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers $orteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />deny Mr. Robert Mashuga's request for a conditional use permit to keep a <br />horse on less than three acres. <br /> <br />Further Discussion: Councilmember Cox stated that Mr. Mashuga is to be <br />respected for approaching this situation in a proper, respectful manner. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />C~se #2.A: Consideration Of Bids For Building And Grounds Maintenance <br /> At City Hall: <br /> <br />Mr. Hartley presented a tabulation of three bids received for building and <br />grounds maintenance at City Hall: Gorecki & Company, Managed Services and <br />CBM Industries. Mr. Hartley noted that another bid was received for <br />janitorial services, which was excluded because janitorial service was not <br />what bids were requested for. Mr. Hartley also noted that CBM did not bid <br />a rate for non-routine and emergency maintenance. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to also <br />exclude CBM Industries from consideration on the basis of not complying <br />with bid requirements. <br /> <br />Further Discussion: Councilmember Cox stated that applicants should <br />respond to all requirements of the bid specs. Earl Fredricks of CBM stated <br />that after discussions with Mr. Hartley, CBM decided to submit an alternate <br />proposal for building and grounds maintenance that they feel will, in a <br />long run, benefit Ramsey.
