would be donated rather than to use them to buy easements for Front Street. <br /> <br />Mrs. Ed Hamilton - Stated that even if the easements are donated, the <br />property owners are still going to be assessed for the construction of the <br />road. <br /> <br />Councilmember Cox stated that the subject property is high in value; the <br />sale of one lot would cover the cost of the assessments. <br /> <br />Mr. Goodrich stated that the assessment for the construction of Front <br />Street as an MSA road would be 1/2 the cost of a residential street <br />assessment on the residential side and 1/2 the cost of a commercial street <br />assessment on the commercial side. There would be no sewer and water <br />assessement until the property owner connects to the service. <br /> <br />Mr. and Mrs. Winslow Holasek arrived at this time. <br /> <br />Mrs. Ed Hamilton stated that this case is different in that the property <br />owners were not ready to develop at this time; putting the road through <br />will force property owners to develop or lose their property. <br /> <br />Staff also noted that street assessments could also be deferred for <br />Green Acre properties as long as the property is in agriculture use and the <br />owner of the property does not have to be the farmer. The assessments <br />would be paid when the property is developed, sold or hooked up to sewer <br />and water service; the interest on the assessment is also deferred but it <br />does accrue. The interest rate on the assessment would be 1.5% above <br />whatever the bonds are sold at. Mr. Hartley noted that when the sewer and <br />water connection is charged, the amount of the charge would be set at the <br />cost/acre of that improvement at the time of hookup; currently, sewer and <br />water costs approximately $7,000/acre. <br /> <br />Councilmember Cox stated that sewer and water service to the Schwartzman <br />property was requested, there are traffic problems on Hwy. #10, sewer and <br />water service in this area would be beneficial if the City has it's own <br />fire department someday; Council was looking for a package that would <br />benefit the entire community and did not want to cause any severe financial <br />hardships along the way. <br /> <br />Ralph Elofson - Stated he is in favor of the project but the property <br />owners will lose land that they will never have again. <br /> <br />Councilmember Cox noted that if there is to be no MSA road in this project, <br />when property owners proceed to develop in the future, a road will be <br /> <br />required and the developers will be responsible for it. <br /> <br />Randy Elofson - Stated that a road would not be necessary when his property <br />develops if it were developed with one business consuming the entire <br />parcel. <br /> <br />Ralph Elofson - Stated that the Schwartzmans stand to benefit the most from <br />the project. <br /> <br />City Council/September 15, 1987 <br /> <br />Page 4 of 8 <br /> <br /> <br />
