PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, September <br />22, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember A1 Pearson <br />Councilmember Steve DeLuca <br />Councilmember Arnie Cox (arrived 7:25 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Community Development Director Anne Norris <br />City Attorney William Goodrich <br />Finance Officer Noel Graczyk <br />Merland Otto/Hakanson-Anderson Associates <br /> <br />CALL TO OP~DER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:08 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />PRESENTAtiON <br /> <br />Terry Miller of Waste Management of Minnesota, Inc. was present and stated <br />that he has been in contact with Bonnie Coppock of Keep America Beautiful, <br />Inc. regarding the obligation and need for the city to be looking at <br />possible recycling programs that the city is going to have to be involved <br />with Anoka County as a directive of Metro Council. Mr. Miller introduced <br />Bonnie Coppock. <br /> <br />Ms. Coppock stated the Keep America Beautiful (KAB) System is the first <br />behavior-based approach for promoting proper waste management. The KAB <br />System changes attitudes about handling waste through an attitude change <br />process of: getting the facts, involving the people, developing a plan of <br />action, focusing on results and providing reinforcement. Field testing <br />demonstrates that people litter where: they feel no responsibility for <br />public property, litter has already accumulated or someone will clean up <br />after them. Litter reductions of up to 80% have been sustained in may KAB <br />System cities. KAB System encourages broad-based support from all sectors <br />of a community -- public and private sectors, media, schools, civic and <br />trade groups and individual citizens. Cities interested in the KAB System <br />must complete an application for certification and send a 3 member team to <br />an Organizational Team Training Workshop. The team returns home with <br />guidelines outlined by KAB to help ensure the success of the program. <br />After collecting initial support for the new program, the city is certified <br />in the KAB System and is assisted by KAB in reaching it's community goals. <br />A revision to the KAB recycling manual is in process.g system as well. <br /> City Council/September 22, 1987 <br /> <br />Page 3 of 18 <br /> <br /> <br />
