The low bidder, Ideal Paving,
Inc. is approximately 2.9% below the engineer's estimate. They
did, however, fail to include the ditch cleaning in their bid.
Engineer Raatikka stated the Council could still award the bid
and waive that formality since it is a minor item and Ideal
Paving has agreed to complete the project, including the ditch
cleaning, at the same amount bid.

Mayor Reimann questioned their "track record". Engineer Raatikka
explained they have done several jobs for the City this summer,
with no problems.

Councilman Cox stated the City is quite strict about complying
with the bid specifications. Engineer Raatikka didn't feel this
was a problem since Ideal Paving is willing to complete the
project for the same price they bid.

Administrator Hartley explained the quantities are only estimates
and if they increase, Ideal Paving still has to provide the ditch
cleaning for zero dollars per foot. The City will have an
agreement that confirms those conditions.

Motion by Councilman Cox, seconded by Councilman DeLuca, for the
adoption of Resolution #87-242, a Resolution Receiving Bids and
Awarding Contract for Street Improvements in Hunter's Hill
(Project ~87-23) to Ideal Paving, Inc. in the amount of
$43,224.00.

Motion carried.
