C_~ ~equest For Final Plat AnDroval Of Now And Then Estates; Case
Of Mr. Paul Bertils:

Ms. Norris stated that the City Engineer has some concerns and has
requested additional information; he does indicate that Council can approve
the final plat contingent upon the information being provided. Ms. Norris
stated that in response to earlier concerns with accesses, a temporary
easement along the northern boundary of Lot 1, Block 3 to Cty. Rd. #5 has
been provided until there is another access to the plat.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to
adopt Resolution #87-247 approving the final plat of Now and Then Estates
contingent upon providing information required by the City Engineer in his
letter dated October 13, 1987. (Please refer to resolution file for
Resolution #87-247).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Motion by Councilmember Cox and seconded by Councilmember Pearson to
authorize the Mayor and the City Administrator to enter into a development
agreement for Now and Then Estates.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers $orteberg, Cox,
DeLuca and Pearson. Voting No: None.

Status of Park Improvements At Central Park And River's.Bend
Park:

CEntral Park -

Merland Otto, consulting engineer, stated that the Ramsey Lions are having
problems getting bids for warming house construction; if a contractor and
price are not agreed upon within one week, the construction should be
delayed until the spring of 1988. If the warming house is not constructed
this year, alternative provisions for the lighting of hockey rinks and
a well will have to be made for winter. Grading of parking lots is almost
complete; hockey rinks have been finished graded and lumber has been
delivered. Mr. Otto noted that there have been a lot of donations made
towards Central Park improvements; the city's expenditure thus far, not
including engineering fees, is approximately $12,500. Mr. Otto also noted
that the Lions would like to modify one area of the warming house to be
used as a concession area operated by RYAA.

Mr. Hartley suggested that Council place designation of concession stand
operations at Central park warming house on their November 27, 1987 agenda
for discussion.

Mayor Reimann directed Mr. Otto to research provisions for a temporary
warming house, electricity and well at Central Park so there is a plan in
place in the event the warming house construction does not take place this
year.
City Council/October 13, 1987
