PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, November <br />17, 1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember A1Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Noel Graczyk <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special City Council meeting to order at 7:40 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Barb Graen - 7321 150th Lane N.W. - Referred to recent Council dicussion on <br />the subject of contracting out. She and others (Ramsey Action Committee) <br />have done some research and their biggest concern is the possibility of <br />contracting out for police protection. The Committee is concerned that <br />there will be no timely rescue service in Ramsey if police protection is <br />contracted from another agency. The Ramsey Action Committee feels it would <br />be a disservice to the city to disband the police department because other <br />agencies could not give an equal level of protection to that received by <br />the city having it's own police department. <br /> <br />Mayor Reimann stated that contracting out for police protection would <br />provide an equal level of protection to what the city is receiving now. <br /> <br />Ms. Graen noted that there is a City Ordinance establishing a police <br />department and abolishing the department would have to be done by <br />ordinance; according to City Charter, if there is an ordinance to disband <br />the police department, it could be subject to a vote of the people through <br />a petition for referendum. <br /> <br />Mayor Reimann stated that the Council has discussed the possibility of <br />contracting out certain city functions and the police chief was directed to <br />research the cost for contracting police protection from Anoka County. <br />Mayor Reimann denied that there are plans to eliminate the Ramsey Police <br />Department; the City could even contract out to the existing police <br />department if it were possible for it to become a private enterprise. <br /> <br />City Council/November 17, 1987 <br /> <br />Page 2 of 9 <br /> <br /> <br />
