Motion by Councilmember $orteberg and seconded by Councilmember Pearson <br />directing the City Administrator to advertise to fill the full-time <br />Accounting Clerk position and the Maintenance Work position with the City <br />of Ramsey. <br /> <br />Further Discussion: Councilmember Cox stated that he feels there are many <br />functions of the Accounting Department that are suitable for contracting <br />out. Mr. Hartley stated that is the one department he would be most <br />reluctant to contract out; there are a number of clerical or accounting <br />related jobs that could be contracted out; contracting out should be <br />discussed during budget discussions. Councilmember Cox stated that <br />functions that are efficient to contract out should be and the city may be <br />able to eliminate a position or two. Mr. Hartley stated he is not opposed <br />to contracting out; consideration should be given so that those functions <br />contracted out for result in a good product provided efficiently; staff is <br />currently preparing specs to contract out for sewer maintenance, water <br />system maintenance and park maintenance. Mr. Hartley stated that <br />contracting out too many functions at once increases the chances of the <br />effort failing because it would lack the necessary amount of supervision <br />and control. Councilmember Cox noted that whether a function is <br />accomplished in-house or contracted out, it requires supervision and that <br />is the responsibility of the department head and the city administrator. <br />Councilmember Cox questioned hiring addtional employees in departments that <br />have functions that could be contracted out and thereby reduce the need for <br />additional personnel. Councilmember Cox stated that additional personnel <br />are needed in the public works department and $8.00/hour will not come <br />close to meeting the cost if those duties were contracted out for. <br />Councilmember Cox inquired if Councilmember DeLuca has received any <br />response to his request for an analysis from the Public Works Department <br />regarding the functions of it and the amount of time required to accomplish <br />them. Councilmember DeLuca stated that he has not received a response. <br />Mr. Hartley noted that there are a lot of functions under the Public Works <br />heading thmt are not being done; Council should fill the vacancy in that <br />department because some of the routine duties would be too costly to <br />contract out for. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mr. Hartley noted that the General Fund, Fund Balance is $300,000+ and <br />advised againmt any proposal that would utilize all of those funds. <br /> <br />Motion by Councilmember Cox and ~econded by Councilmember Sorteberg <br />authorizing an expenditure of $85,000 for the construction of a multi-use <br />recreational facility at Central Park; that plans should be prepared in <br />order that construction can take place in the spring of 1988; and that the <br />building plans be brought before Council for their review and approval <br />before bids are let. <br /> <br />Motion carried.
