Further Discussion: Councilmember DeLuca stated that Landfill Commission
meeting minutes discuss the public education part of this KAB program and
hiring a campaign coordinator for it; that cost is not included in the
entry fee. Councilmember Cox stated that any further expenditures under
that program should not be authorized until there is a formal
recommendation to Council from the Landfill Commission. Mr. Graczyk noted
that any additional expenditures incurred by the Landfill Commission would
appropriately be taken from Fund 225, which is tipping fees collected and
designated for abatement uses.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Councilmember Cox stated that he thought the General Fund Reserve Balance
quoted at a previous meeting was $300,000 and not $42,000.

Mr. Graczyk replied that the $300,000 represents resources available from
prior years that can be expended this year or in the future; the $42,000
represents the budgeted amount for unanticipated expenditures.

Councilmember Cox stated that maybe consideration should be given to
funding the civil defense system entirely out of the General Fund Reserve
rather than through a loan from the Landfill Fund in order to avoid costly
bookkeeping processes to arrange a payback.

Mr. Graczyk stated that the bookkeeping involved with a loan from the
Landfill Fund is not a problem; funding the entire civil defense system in
one year from the General Fund Reserve would draw down the fund balance
significantly in one year which could be a problem.

Council indicated their satisfaction with revisions resulting from budget
reviews thus far and foresee no other changes to the budget draft.

Case ~2: Recommendation From Park And Recreation Co~mission Regardin?
T~mDorary Warming House:

Mr. Raatikka stated that past Council action approved leasing a temporary
warming house for use at Central Park in the 1987/88 season; the Park and
Recreation Commission is reiterating their recommendation to purchase the
unit as noted in Merland Otto's memo to Council dated October 27, 1987.
The basis for that recommendation is that for the extra cost the unit could
be moved to another site for another purpose or costs recouped by selling
it if no other use is found.

Mayor Reimann noted that the cost for floor matting for the warming house
was high and some research should have been done for used conveyor belting.

Motion by Councilmember Sorteberg and seconded by Councilmember Cox
authorizing an additional $1650 for 1987 Central Park improvements to
allow for the purchase, rather than lease, of a temporary warming house
unit.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.
City Council/November 24, 1987
