Mr. Goodrich stated that the proposed ordinance establishes a conditional <br />use permit system for the keeping of wild animals. Mr. Goodrich stated <br />that contrary to comments in Mr. Richard Edling's letter dated November 9, <br />1987, the ordinance does not encourage the keeping of wild animals but <br />rather gives the City some control over those kinds of situations. <br /> <br />Council consensus was that there should be a 2.5 acre minimum requirement <br />for the keeping of wild animals and that each conditional use permit <br />granted should include appropriate instructions for containing the animal <br />in the event it is found to be at large. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt Ordinance #87-8 amending Chapter 110 of the City Code establishing <br />regulations for keeping wild animals. (Please refer to ordinance file for <br />Ordinance #87-8). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #5: <br /> <br />AdoDt Ordinance Amending Section 170.017 Of The City Code <br /> Es~abl£shing Performance Standards For Grading. Mining And <br /> Exca¥~ting Operations: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Pearson to adopt <br />Ordinance #87-9 amending Section 170.017 of the City Code establishing <br />performance standards for grading, mining and excavating operations. <br />(Please refer to ordinance file for Ordinance #87-9). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Case #6: Tax Increment Pro~ect Of Chateau Construction. Inc. And Summit <br /> American Development Company: <br /> <br />Mr. Hartley stated that after meeting with Dick Carson of Chateau <br />Construction and representatives of Summit American Development Company <br />regarding their request for tax increment financing assistance to construct <br />trunk sanitary sewer and water to property in the vicinity of Cty. Rd. #116 <br />and near the Ramsey Terrace subdivision, a preliminary development <br />agreement has been drafted. Mr. Hartley reviewed the terms of that <br />preliminary agreement with Council. Mr. Bartley noted that the project is <br />feasible if both Chateau Construction and Summit American Development <br />Company enter into this preliminary agreement and the master agreement that <br />would take place after the feasibility study is completed. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to approve <br />a preliminary development agreement with Mr. G.. Craig Willey and Chateau <br />Construction, Inc. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
