Further discussion: Councilmember Riley questioned whether there is storm sewer there now <br />and if it is necessary. Public Works Superintendent Riemer replied there is no storm sewer there <br />now, but it is necessary. He said if the road is going to be improved upon, it should be done <br />completely. Councilmember Riley questioned whether it is feasible to assess the few properties <br />that are in Ramsey for this project. City Administrator Ulrich responded this subject needs to be <br />discussed further to see if a portion can be assessed. Councilmember Riley expressed concern in <br />the availability of MSA funds. City Engineer Westby noted there are several projects listed <br />under 2015 that total over $2 million, which are slated for MSA funds. He said those projects <br />could be pushed out, as they are not imminently needed, making MSA funds available for this <br />project. Councilmember Kuzma suggested any assessing should be the same for future projects. <br />Motion carried. Voting Yes: Chairperson Backous, Councilmembers Kuzma and Riley. Voting <br />No: None. <br />5.03: Provide Recommendation for Metropolitan Council Regional Transportation Policy <br />Plan <br />City Engineer Westby reviewed the staff report and noted this is a multi -modal policy and all <br />forms of transportation will be considered, ultimately. He said the staff would like confirmation <br />from the Committee that they should focus on the three items as listed below. <br />Based on previous review with the Planning Commission, City Council, and other advisory <br />boards, comments should address the following broad categories of additional investment to <br />Highway 10; additional investment to Highway 47; and long range planning for a future <br />Mississippi River crossing. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to recommend to the <br />City Council that the draft response to the Transportation Policy Plan provide greater emphasis <br />on the following categories: <br />1. Additional investment to Highway 10 <br />2. Additional investment to Highway 47 <br />3. Long range planning for a future Mississippi River crossing to the City of Dayton <br />Motion carried. Voting Yes: Chairperson Backous, Councilmembers Riley, and Kuzma. <br />Voting No: None. <br />6.0 COMMITTEE / STAFF INPUT - continued <br />6.01 Consider Drainage Concerns at 5220 - 156th Lane NW <br />This item was considered prior to Case 5.02. <br />6.02: Request for No Parking Zone on 150th Lane Across From Ramsey Elementary <br />Public Works Superintendent Riemer reviewed the staff report and indicated that the City is <br />working with the Police Department during the busy times. <br />Public Works Committee / September 16, 2014 <br />Page 6 of 9 <br />
