Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt the 1988 budget. Further Discussion: Mr. Hartley stated that the final document for the 1988 budget is not ready and requested that Council table this case. Councilmembers Cox and Sorteberg withdrew their motion. Mr. Hartley stated that staff has not been able to spend the time to put the final 1988 budget document together because of year-end close out tasks that must be accomplished. The deadline for adopting the budget has passed but previous Council budget discussions imply informal adoption of it. Council directed that the 1988 budget document should be ready for adoption at the next City Council meeting. Councilmember Cox expressed discontent with the Finance Officer's time being consUmed by portions of the audit being done on the City that check into whether or not there is a potential for conflict of interest issues associated with Council and their families; those conflict of interest issues are happening all the time at the State level; the electorate won't re-elect tlhose involved in a conflict of interest issue, therefore a greater risk would be conflict of interest among public employees. Case #7: Issues Relating To Outlot B. Countryside Estates: Mr. Hartley explained that there have been a series of errors relating to this lot, When Countryside Estates was platted, Outlot B was dedicated to the City as park and at some point that park dedication was not recognized. Since then, Council has taken action to replat Outlot B and the lot was developed with the City maintaining some drainage easements. The method to correct the City's part in this error would be to hold a public hearing to vacate the property deeded as a park for private purposes. Mr. Goodrich has indicated that this action by the City will not resolve the matter of a marketable title on the property; obtaining a marketable title on the property will require action by the property owners and the developers of the property. Mr. Dick Carson was present and .gave a brief summary of the history of Outlot B. Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca directing City Staff to prepare the appropriate legal documents necessary to commence a vacation proceedings of the following described property: The North 320 feet as measured at right angles of Outlot B, Countryside Estates, Anoka County. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, DeLuca and Pearson. Voting No: None.
