Motion by Councilmember Cox and seconded by Councilmember Sorteberg to <br />adopt the 1988 budget. <br /> <br />Further Discussion: Mr. Hartley stated that the final document for the <br />1988 budget is not ready and requested that Council table this case. <br /> <br />Councilmembers Cox and Sorteberg withdrew their motion. <br /> <br />Mr. Hartley stated that staff has not been able to spend the time to put <br />the final 1988 budget document together because of year-end close out tasks <br />that must be accomplished. The deadline for adopting the budget has passed <br />but previous Council budget discussions imply informal adoption of it. <br /> <br />Council directed that the 1988 budget document should be ready for adoption <br />at the next City Council meeting. <br /> <br />Councilmember Cox expressed discontent with the Finance Officer's time <br />being consUmed by portions of the audit being done on the City that check <br />into whether or not there is a potential for conflict of interest issues <br />associated with Council and their families; those conflict of interest <br />issues are happening all the time at the State level; the electorate won't <br />re-elect tlhose involved in a conflict of interest issue, therefore a <br />greater risk would be conflict of interest among public employees. <br /> <br />Case #7: Issues Relating To Outlot B. Countryside Estates: <br /> <br />Mr. Hartley explained that there have been a series of errors relating to <br />this lot, When Countryside Estates was platted, Outlot B was dedicated to <br />the City as park and at some point that park dedication was not recognized. <br />Since then, Council has taken action to replat Outlot B and the lot was <br />developed with the City maintaining some drainage easements. The method to <br />correct the City's part in this error would be to hold a public hearing to <br />vacate the property deeded as a park for private purposes. Mr. Goodrich <br />has indicated that this action by the City will not resolve the matter of a <br />marketable title on the property; obtaining a marketable title on the <br />property will require action by the property owners and the developers of <br />the property. <br /> <br />Mr. Dick Carson was present and .gave a brief summary of the history of <br />Outlot B. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca <br />directing City Staff to prepare the appropriate legal documents necessary <br />to commence a vacation proceedings of the following described property: <br /> <br />The North 320 feet as measured at right angles of Outlot B, <br /> <br />Countryside Estates, Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson.
