Resolution #87-278 calling for a public hearing for January 29, 1988 at <br />7:30 p.m. for Improvement Project #87-25 (Front Street) between Sunfish <br />Lake Boulevard and Tungsten Street. (Please refer to resolution file for <br />Resolution #87-278). <br /> <br />Further Discussion: Councilmember DeLuca noted that the City has just gone <br />through a lengthy process acquiring right-of-way for sewer and water <br />improvements south of Hwy. #10; this sewer and water project to the east <br />should be .tabled until the City has a signed contract in hand. Mr. Hartley <br />noted that the process of acquisition cannot begin without first conducting <br />a public hearing. Councilmember DeLuca replied that alignment is not an <br />absolute until contracts are signed and a hearing at this time could be for <br />no reason. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox <br />and Pearson. Voting No: Councilmember DeLuca. <br /> <br />C~se #3: Adopt Landfill Abatement Plan: <br /> <br />Steve Bluhm, Chairman of the Landfill Commission, was present to review <br />with Council the draft of Ramsey's proposed 1988 Landfill Abatement Plan <br />dated December 14, 1987. The proposed total budget for the plan is <br />approximately $48,000; funding sources other than Ramsey will be available <br />to fund approximately half of these costs. <br /> <br />Mr. Hartley noted that the expense incurred by the City to implement the <br />plan is an expense that can be funded through the Landfill Tipping Fee <br />Fund. <br /> <br />Councilmember DeLuca reviewed the process by which he and Merland Otto <br />prioritized goals contained in the plan. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt <br />the Landfill Abatement Plan and budget for 1988 and submit the plan and <br />request for funds to Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />C~e #4: S~w~r And W~ter Improvements For Outlot B. Rum Acres Estates <br /> Improvement Project #87-27: <br /> <br />This case was tabled during Approval of Agenda at the City Engineer's <br />request. <br /> <br />Case #9: Key Communicator/Crime Prevention Pilot Project; <br /> <br />Claudia Dodge noted that the Ramsey Lions have approved a one year grant of <br />$5,108 to Ramsey Community Education to implement the Key Communicator <br />project in Ramsey for 1988. Ms. Dodge requested Council endorsement of the <br />project. <br /> <br />Councilmember Cox noted that the implementation of the project is costing <br /> City Council/December 22, 1987 <br /> <br />Page 8 of 15 <br /> <br /> <br />
