In favor - All, Opposed - none. Motion carried Agenda Minutes The task force reviewed the draft ordinance prepared by Sylvia Frolik. In general agreement as to format but there were inconsistencies. Motion by Michael Max to continue with the Ordinance in its prior draft form. Seconded by Erika Sitz. In favor - all, Opposed - none. Motion carried Discussion followed on the various sections of the Tree Ordinance Draft. Progress and modifications were made through the section marked "Tree Protection". Of note: - Removal of wording relating to the formation of a "commission" was discussed and agreed. This will be the responsibility of the Council and City Staff and separate form the ordinance. - Minimum diameter of trees for replanting was reduced to 1" from 2 1/2", upon recommendations by Bruce Bacon and Michael Max to reduce tree mortality. - Discussion around what should be used as the criteria for tree preservation in developments. Discussion to move away from tree diameter and move to a canopy preservation criteria. Joe McDilda mentioned that the task force should consider 40% canopy preservation on the development as describe in the preliminary plat. Action Items - Joe McDilda to use word processor to make modifications and prepare for electronic presentation at the next meeting. Mr. McDilda to follow the outlining format in the draft submitted by Sylvia Frolik. - Michael Max to share canopy cover progress at the next meeting. - The next meeting will again focus on completion of draft modifications. There are only 4 pages left. Motion by Michael Max to forgo the tentative Saturday meeting. Seconded by Sue Dvorak. In favor - all, Opposed - none. Motion carried Discussion about availability for the next EPTF meeting regularly scheduled for the 3rd Thursday (2/20). Motion by Sue Dvorak to move the next EPTF meeting to Monday, 2/24.
