OVERALL TIMING DISCUSSION

It was agreed that the March 3''d meeting time would be used to review the final draft of
the ordinance and Tree Book.

Prior to the joint meeting of Parks, Planning and EPTF on March 20, the final draft of the
ordinance should be forwarded to experts in the field for review and opinions.

The task force determined that a possible timeline for the official public hearing at the
Planning Commission could be the regular meeting in May. Developers should be
notified of the public hearing date when it is finalized and provided a copy of the draft
ordinance.

Consensus was that there should be an EPTF Update on the City Council agenda for
March 11.

CANOPY AND PREFERRED SPECIES

Demonstration of applying the canopy formula to typical development proposals should
be a part of the presentation at the joint Parks, Planning and EPTF meeting on March 20
and the official public hearing.

A brief discussion ensued regarding possible alternatives to simplifying or making the
Tree Book more 'user friendly'.

TASK FORCE INPUT

Mr. McDilda referred to an e-mail from Councilmember Strommen regarding the desire
for EPTF members to listen in on groundwater and water utilities discussions pertaining
to the Town Center.

Ms. Connolly stated that because of occurrences like methane labs being discovered on
parcels adjacent to wetlands, there needs to be a permanent enviromnental commission
established in the City.

ACTION ITEMS

· Mr. McDilda to implement changes to draft tree ordinance as discussed.
