P.W. CASE #6 <br /> <br /> CONSIDER HIRING CONSULTANT TO BEGIN DESIGN OF NEW <br /> MUNICIPAL WELL <br />By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />The Alternative Urban Areawide Review (AUAR) for the Ramsey Town Center that was <br />completed last summer indicated that the Ramsey Town Center will create a future water <br />demand of 595 million gallons of water per year (MG¥) (see attachment, page 13-6 of <br />AUAR). This will require an amendment to our appropriations permit that we receive <br />from the Department of Natural Resources (DNR). Last year we pumped approximately <br />506 MGY with our five (5) existing production wells. <br /> <br />The improvements to our water supply system that are needed begin with the addition of <br />3 additional production wells over the next few years as indicated in the 5-year Capital <br />Improvements Pro,am. <br /> <br />During the process of the AUAR, we received concerns from citizens and regulatory <br />agencies such as the DNR regarding the availability of water within the Franconia Iron <br />Galesville (FIG) aquifer as well as the connection between the surficial aquifer and the <br />FIG. To ensure that there was water available and little connection between the surficial <br />aquifer, the AUAR suggested implementation of a monitoring plan. <br /> <br />On July 25, 2003, we met with key Staff people of the DNR to work on the details of the <br />monitoring plan. Enclosed are letters from Bolten and Menk as well as the DNR <br />summarizing the discussions. With the assistance of Bolten and Menk as well as Roger <br />Renner (EH Rennet Well Drilling) we were able to put together a monitoring plan that <br />we believe meets the intent of those discussions. <br /> <br />The cost of the implementation ($85,930) of the monitoring plan and design work needed <br />to complete the first of the 3 new production wells (Well No. 6) is included in the <br />attached proposal from Bolten and Menk. The cost of this work has been estimated at <br />$350,000 and includes the well drilling, and associated piping necessary for connection <br />of Well No. 6 to the existing pump house (Pump House No. 3) where the addition of <br />chlorine, fluoride and polyphosphate will occur. The intention is to have this well <br />operational by mid August of 2004. <br /> <br />A detailed cost estimate and schedule will be prepared for Well No. 6 before the project <br />gets author/zed for bidding. <br /> <br />Recommendation: <br /> <br />Staff recommends hiring Bolten and Menk for an amount not to exceed $85,930 to <br />perfo~Tn the design work necessary for Well No. 6 and to implement the monitoring plan <br />after approval from the DNR. <br /> <br /> <br />
