his concern was the additional costs of creating a tree farm. He inquired ifthe tree farm would <br />mean they would need additional staff. Director of Public Works/Fire Chief Kapler replied that <br />certainly any activity requires man power, but the thought is with the nursery at the Public Works <br />cmnpus it will make the impact real minimal. Councilmember Strommen stated that from the <br />EPTF standpoint they need to give the tree ordinance a chance to make it work and therefore she <br />thought the timing of purchasing the tree spade was crucial to try and make the ordinance work. <br />Councihnember Elvig noted that with the interest rates being so low the cost to the general fund <br />is very minimal. Councilmember Kurak replied that it is still paid for by the taxpayers in the <br />City. <br /> <br />Motion failed. Voting Yes: Councilmember Kurak. Voting No: Mayor Gamec, and <br />Councihnembers Cook, Elvig, Pearson, and Strommen. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to authorize staff to <br />proceed with the purchase of the tree spade. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig, and <br />Pearson. Voting No: Councilmember Kurak. <br /> <br />3) Review Five-Year Capital Improvement Program <br />The Finance Committee recornmended that the City Council authorize the City Administrator to <br />begin negotiations with the landowner to the north of Elmcrest park for a possible access route. <br />The Finance Committee also recommended that the CIP be discussed at the next City Council <br />work session. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to ratify the <br />recommendations of the Finance Committee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councihnembers Elvig, Strommen, Cook, <br />Kurak, and Pearson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1 ) Northstar Corridor <br /> <br />Councihnember Elvig thanked the Mayor for all of the time and hard work he has put into <br />supporting the Northstar Corridor, which was just supported by Governor Pawlenty. <br /> <br />2) Work Session Topic <br /> <br />Councihnember Kurak requested that a case be added to the next City Council work session to <br />discuss meeting minutes. <br /> <br />3) Staff Appreciation <br /> <br />Councihnember Pearson thanked the City staff for all of their hard work over the last year. <br /> <br />City Council/January 13, 2004 <br /> Page 22 of 24 <br /> <br /> <br />
