Mr. McDilda reiterated the need for a calendar of grants that the City is interested in tracking and
pursuing. She
also suggested that a meeting with Doug Norris, DNR, would be helpful as his job involves
working with local communities on wetland issues.

Mr. McDilda agreed that these persons and organizations can provide the Task Force with a base
understanding but this group should also put together a mission statement and request that
Council engage the services of a consultant to draft an ordinance for Ramsey. This group had
the expertise to write a tree ordinance but it doesn't have the expertise to. write a wetland buffer
ordinance.

Discussion ensued regarding the scope and intent of wetland buffer regulations.

Staff was requested to contact Mr. Rich Biske of the Anoka Conservation District and try obtain
infonuation such as a map of designated wetlands in Ramsey, number of wetlands and types,
total acreage of wetlands, reduction in wetlands over time, quality of surface water. It at all
possible, it would be desirable to have this information for review at the regular meeting on
December 15, along with Ramsey's current shoreland regulations.

Mr. McDilda suggested that the agenda for December 15 will focus on drafting the scope of the
Ramsey wetland ordinance. Also, Staff should start communicating with Rich Biske of Anoka
Conservation District, Doug Norris of DNR, and City Engineer Steve Jankowski of the
LRRWMO, to schedule a meeting in January to talk in general about what things can and cannot
be covered in a wetland buffer ordinance.

Ms. Sitz volunteered to contact Mr. Norris and Mr. Bacon will talk to Mr. Biske.

Mr. McDilda asked all members to put their ideas regarding the purpose of a wetland buffer
ordinance in writing and bring them to the December 15 meeting for discussion.~

Case #5:

Draft Announcement For Speaking Engagements To Present Ramsey's Tree
Preservation Ordinance To Other Jurisdictions And Agencies
