CONSIDER PROPOSAL FROM BKV GROUP AND 3D/I FOR SCHEMATIC DESIGN AND VISIONING FOR NEW CITY HALL/POLICE DEPARTMENT AND AUTHORIZE AN INTER-FUND LOAN FROM THE EQUIPMENT REVOLVING FUND By: Heidi A. Nelson, Asst. City Administrator Background: During the City Council work session of January 20, 2004, staff presented information regarding the status of the analysis for financing the new City Hall and Police Station project as well as the next steps in the design process, schematic design and visioning. Staff is continuing work with Northland Securities and Hoesington Koegler Group on the fiscal impact of the bonding scenarios and the tax capacity projections for the City. Staff anticipates completing the financial analysis no later than April of 2004. Staff is proposing to proceed with the schematic design and visioning process as proposed by 3D/I and BKV Group and utilize funds from an inter-fund loan from the Equipment Revolving Fund to cover the costs of the proposed work. The Equipment Revolving Fund would be reimbursed at the time the bonds are issued for the project. The proposal from 3D/I and BKV Group is attached for Council review. Staft Recommendation: Authorize staff to proceed with Schematic Design and Visioning for new City Hall and Police Department at a cost not to exceed $188,000 and authorize the use of funds from an inter-fund loan from the Equipment Revolving Fund to be reimbursed at the time bonds are issued for the project. Staff will be continuing work on the analysis for financing City Hall and Police Station to be completed no later than April of 2004. Council Action: Approve Resolution No. 04-01- , Authorizing the proposal from BKV Group and 3D/I for Schematic Design and Visioning for new City Hall and Police Station at a cost not to exceed $188,000 and authorize an inter-fund loan from the Equipment Revolving Fund to be reimbursed at the time when the bonds are issued for the project.
