CITY COUNCIL WORK SESSION <br />Topic Report: Conceal & Carry Law <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The 2003 Legislature passed a new law modifying the Minnesota Personal Protection' <br />Act, commonly referred to as the "conceal~and carry law". The Act gives private entities <br />the right to prohibit guns on private property, but preserves the long standing law that <br />prohibits local units of govermnent from restricting permit holders from bringing <br />concealed weapons to local public places. Guns are now allowed in city halls, recreation <br />centers, State and County fairgrounds, convention centers, and public sports arenas. <br /> <br />The topic was discussed during a work session on July 29, and the City Council provided <br />direction to City staff to begin to incorporate rules in the Personnel Policy to prohibit <br />employees from possessing firearms in the work place as well as direction provided for <br />signage in the work areas of City Hall. <br /> <br />City Council told staff that there may be further direction Council would like to consider <br />and the topic was placed back on work session for further discussion. <br /> <br />Action Statement: <br /> <br />Based on the Council's discussion. <br /> <br />CCWS: 01/27/04 <br /> <br /> <br />
