CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, December 9, <br />2003, at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, <br />Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember Patti Kurak <br />Councilmember Al Pearson <br />Councilmember Sarah Strommen <br />Councilmember Gerald Zimmerman <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Police Chief James Way <br />City Attorney William Goodrich <br />CALL TO ORDER <br />Mayor Gamec called the City Council Work Session to order at 6:42 p.m. <br />CITIZEN INPUT <br />There was none. <br />TOPICS FOR DISCUSSION <br />1) PACT Charter School <br />John Carins, Briggs and Morgan, explained that he was the City's bond counsel as well as the <br />legal representative of the Pact Charter School. The reason he was in attendance was to assure <br />the City Council that there would be no liability placed on the City with issuance of the PACT <br />Charter School bonds. Mr. Carins explained that the type of bonds that would be issued are tax <br />exempt lease revenue bonds on behalf of the City but there is a complete hold harmless to the <br />City. They would be looking at closing on the bonds early next year. At that time the funds will <br />be used to construct the school and purchase land. It will be built as a design build process with <br />a cap project cost. That process will start next week because Amcon has stepped forward with <br />purchasing the land. Amcon intends on being in the ground next week and hopes to have <br />City Council Work Session/December 9, 2003 <br />Page 1 of 3 <br />
